Description
This is a pre-solicitation notice only. Tentative solicitation release date is June 17, 2010 with an approximate response date of July 19, 2010. The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a single firm fixed price contract for project JFSD 200980, UAS (RQ-4/MQ-1) Repair Fuel Cell Hangar 613. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. Project includes, but is not limited to repairing/renovating existing office space and bathrooms, adding a janitor closet to the existing office space, adding new tool storage and fire protection rooms, recoating the existing hangar floor, installing both foam and standard fire suppression systems for the hangar, replacing existing HVAC and exhaust systems, installing new 400 Hz receptacles in the hangar bay, retrofitting existing hangar and office space lights, and installing a new lightning protection system. The magnitude of the resulting contract is between $1,000,000 and $5,000,000. The performance period will be one hundred eighty (180) days with a winter exclusion for the water line installation only. The North American Industry Classification System code for this acquisition is 236210 with a size standard of $33.5M. This acquisition will be a 100% Total Small Business set-aside. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
