- This is a SOURCES SOUGHT SYNOPSIS. No proposal s are being requested or accepted with this synopsis. The purpose of this sources sought synopsis is to determine the availability of qualified Contractors. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 541712, Research Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The size standard is 500 Employees. In FY2006, as a result of an ESTCP competitive solicitation, a contract was awarded to Geometrics, Inc. (W912HQ-06-C-0041) for development and demonstration of an innovative, UXO-specific electromagnetic induction sensor system. As part of this project, Geometrics demonstrated their sensor system (named MetalMapper) at the ESTCP Live Site Demonstration at the former San Luis Obispo, CA. MetalMapper turned out to be the best performing system at this demonstration but, as this was the first live site survey attempted by the contractor, a number of questions arose concerning the optimum sensor configuration and data processing methodologies that will require investigation to optimize the performance of the MetalMapper. This optimization will involve analysis of the design of MetalMapper and investigation of alternative analysis methods for the data collected. The Environmental Security Technology Certification Program (ESTCP) is seeking business to clearly identify capability, knowledge, and similar work experience for remediation of lands contaminated by unexploded ordnance (UXO) is a high-priority DoD program. By some estimate, 70% of the total cost of such clean-up goes to removing non-hazardous buried metal from the site being remediated. If methods could be developed to discriminate UXO from non-hazardous metal, tremendous savings could be achieved. Geometrics has developed and demonstrated the MetalMapper system to accomplish detection and discrimination of UXO. Although this sensor had achieved excellent results in live site demonstrations, a number of fundamental issues need to be addressed to optimize this sensor. A one-year retrospective self evaluation is proposed. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
