- The Engineer Research and Development Center, Coastal and Hydraulics Laboratory, Vicksburg, MS, 39180 intends to issue solicitation W912HZ-10-R-0015 for the requirements for the installation, delivery, training and support of Four Ship/Tow Simulators (specs included in the RFQ). The contract type is firm fixed price. This will be an unrestricted procurement under NAICS code 333319, size standard 500 employees. The solicitation will be available around the end of June, 2010 and will be posted to the Federal Business Opportunities website: http://www.fbo.gov. Hard copies will not be available. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to make sure they have the most up to date information about this solicitation. Payment will be made using Electronic Funds Transfer (EFT). Prior to receiving an award, vendors must be registered at www.ccr.gov. Each offeror is required per FAR 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. The Coastal and Hydraulics Laboratory (CHL) Navigation Branch operates the Corps only Ship/Tow Simulators (STS). CHL has two identical simulators. These simulators are the Corps primary means to evaluate and optimize proposed changes to Federal navigation channels. With the ability to function as a ship, tow, or small craft, it can be used for deep-draft, shallow-draft, and small boat harbor projects. The present simulators were installed in 2001. The simulator operates in real-time and is used by actual mariners to help finalize channel designs. The simulators can function independently for one-way traffic scenarios, or coupled together for two-way traffic studies. Each simulator has a Simulator Operator Station (SOS). The SOS is where the operator programs the initial conditions for tests, monitors progress, and controls any tugs requested by the mariner. The goal of this procurement is to acquire four installed, operational, high-performance, reliable real-time marine simulators that meet or exceed the specifications listed in the solicitation to follow.
