- The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, Washington, DC is seeking proposals and Project Labor Agreement (PLA) feedback (See PLA questionnaire below) from contractors for the design and construction of the new Multispecialty Outpatient Clinic (OPC) Building in Walla Walla, Washington. The work will consist of the design/build of a new two-story building and associated site and utilities work. The size of the building will be approximately 66,000 GSF and the building will be located on the Jonathan M. Wainwright Memorial VA Medical Center, 77 Wainwright Drive, Walla Walla, WA 99362. Contractor shall completely prepare site for building operations and provide all labor, materials, tools, supplies, transportation, equipment, and design-build services necessary for design and construction of a multi-specialty outpatient clinic at Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington. Work shall include site improvements and other specific tasks as further defined by this request for proposal (RFP). The Jonathan M. Wainwright Memorial VA Medical Center campus is listed in the National Registry of Historic Places and coordination with the State Historic Preservation Office (SHPO) and the Tribal Historic Preservation Officers (THPO). The VA will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering recent and relevant construction management, including corporate project experience and project personnel experience, technical/management approach; Past performance; schedule; small business participation, and cost/price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $20 Million and $50 Million. This solicitation is as an unrestricted procurement. The North American Industry Classification System (NAICS) code is 236220. To be considered a small business under NAICS 236220, the size standard must not exceed $33.5 million average annual receipts. The applicable small business subcontracting goals for this project are as follows: (a) 17.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 3% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HubZone Small Business (HUBZone), and (f) 5% Veteran-Owned Small Business (VOSB). The closing date and time for submission of offers will be contained in the solicitation package. The anticipated solicitation issue date is on or about June 18, 2010. A Pre-Proposal Conference is scheduled for July 1, 2010 at 9:00 a.m. PDT, at the Jonathan Wainwright VA Medical Center Theatre, Building #78, 77 Wainwright Drive, Walla Walla, WA 99362. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. In order to view the solicitation package, you must register with FedBizOpps. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at FedBizOpps https://www.fbo.gov/. Project Labor Agreements: The Office of Construction and Facilities Management (CFM) located in Washington, DC is conducting a survey regarding the use of a Project Labor Agreement (PLA) for VA-01-09-RP-0223; Project Number is 687-400, Design-Build Multispecialty Outpatient Clinic (OPC). The PLA questionnaire is below. Please complete and return to me the PLA questionnaire within seven (7) days from the posting date of this announcement. PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy: (a) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will ” (1) Advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law.
