Description
The VA Northern California Health Care System intends to negotiate a noncompetitive award to DAV Healthcare Services, Inc., a Service-Disable Veteran-Owned Small Business (SDVOSB), for HVAC Exhaust Duct Cleaning located at VA Palo Alto Health Care System, 3801 Miranda Avenue, Palo Alto, CA 94304. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR Subpart 6.302-5(b)(6) and VAAR 819.7007 Sole source awards to service-disabled veteran-owned small business concerns. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41. The NAICS code is 561790 and the small business size standard is $7.0 million. Scope of Work: The contractor shall furnish all labor, supervision, equipment, materials, transportation and resources necessary to provide HVAC Exhaust Duct Cleaning in 17 Isolation Rooms in building #100 and #101 at 3801 Miranda Avenue, Palo Alto, CA 94304. Contractor shall coordinate work schedule through Nursing Service and Engineering to minimize and prevent disruption of patient care. This project shall be performed in accordance with the specifications set forth below. "HEPA vacuum exhaust ductwork in 17 isolation rooms as follows: F1-203; F2-120; F2-303; F2-303A1; F2-303A2; F2-305; F2-305A, F2-33A1; F2-33A2; F3-150; F3-150A, F3-301; F3-301A; F3-303, F3-303A; F3-331; F3-331A. "Conduct before and after CFM readings "Replace all flex duct at registers "Clean all exhaust ductwork from ISO room to exhaust duct riser only "Clean all exhaust registers with biocide solution "Cleaning Method: Contractor shall perform HVAC systems and Duct cleaning by the "source removal" method of cleaning, which is the method of cleaning of system components by removal of dirt and debris from air conveyance systems by use of Negative Pressure Vacuum System, Portable Vacuum Systems, Compressed Air, Brushes, Collon (Snake) Method and other tools to loosen dirt and debris and convey it to a contaminant device for proper disposal. The removal method complies with HEPA filtration standards and the control of particulate emissions within the building. Contractor shall perform HVAC cleaning in accordance with the Joint Commission on Accreditation Healthcare Organizations (JCAHO) and industry standards. "Set up Dust Containment oSet up zipper at door oSeal and Tape off all equipment oSupply Negative Air Scrubbers oSupply Sticky Mats "Monitor containment oCheck for breaks in containment oMaintain scrubber(s) oGeneral cleaning of area oReplace sticky mats as needed "Install and Remove isolation barrier at completion of each room. Barriers must be maintained in good order to prevent harm to immune compromised and seriously ill patients. "Isolate room per infection control standards and patient safety. Cleanup of work materials and debris must be to exacting standards required by isolation room patients. "Comply with all VA Palo Alto infection control policies and procedures.
