Description
This is not a request for a quote, proposal or an invitation for bid, but is intended to serve as a pre-solicitation synopsis. The project will be solicited using the simplified acquisition procedures in accordance with Federal Acquisition Regulation Part 13. The contract resulting from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the Government. Requirement: The Second Infantry Division (2ID) will host its annual Command Off-Site event during 4-6 August 2010 to focus the newly arrived and incumbent 2ID senior leaders and their spouses on effective command team integration, internal and external ongoing transformational initiatives, and awareness of our host nation environment. The contractor support is required to administer a Predictive Index assessment in order to quickly improve and increase the effectiveness, productivity, team performance, overall communication across all levels of the Division. The contractor is responsible for providing Predictive Index functional and technical support. The contractor will be capable of administering Predictive Index surveys and providing Predictive Index assessments to military and civilian personnel participating in the 2ID Command Team Integration (Offsite) on all aspects of Predictive Index assessment. The Predictive Index contractual service is an educational and a managerial tool required during the Offsite to improve the effectiveness team integration and enhance overall command team performance across the Divisions command footprint. The contractor will provide an overall presentation of PI assessments (2 hrs), administer on-line Predictive Index surveys (1 hr), and, if required, be available for one-on-one discussions to military and civilian personnel including General Officers, brigade/battalion commanders, primary staff officers, and senior enlisted members, and spouses participating in the Offsite event. Basic Services: The contractor shall provide personnel to administer Web-based Predictive Index surveys, input all data, and interpret the results. There will be approximately 150 attendees. Attendees will include: "General Officers "Brigade and battalion commanders and senior enlisted advisors "Primary and special staff officers and senior enlisted advisors on the 2ID staff. "Spouses of the above. Predictive Index service contract requirement: To best facilitate the purposes of the Conference as stated above, the Contractor will administer an on-line survey to all attendees in advance of the Offsite event and arrive in Korea with a printed results no later than 3 August. 2ID will provide required administrative information, e.g., names and email address, of the attendees to the contractor to facilitate the on-line survey. On 4 August, the contractor will meet with the Contracting Officers Representative (COR) to make the final arrangements, conduct a rehearsal of presentation material, and conduct audio/video check of the facility. On 5 August, the contractor will provide an introductory PI overview presentation, approximately one-hour in length, and be available for up to two-hours for one-on-one discussions with Offsite attendees. Government will furnish necessary computer and audio/video equipment with limited printing capability. Predictive Index overview presentation must be Windows XP compatible and must be electronically transported using either a CD* or emailed to COR in advance.
