Market Research Questionnaire - FMO appliance haulage, repair, maintenance and supply The 48th Contracting Squadron will be soliciting for appliance haulage, repair, maintenance and supply services in the near future. The services will be performed from the Furnishings Management Office at RAF Feltwell, United Kingdom and will serve an area within a 120 mile radius of RAF Lakenheath, covering approximately 8750 homes. Approximately 100 of these homes are between 50-120 miles away from RAF Lakenheath. Services also need to be provided to approximately 1700 personnel residing within dormitories on RAF Lakenheath and RAF Mildenhall. In support of the Furnishings Management Office (FMO) at RAF Feltwell, United Kingdom, the requirement includes furniture and appliance delivery and pick up service, and appliance repair, furniture repair, cleaning and maintenance service, to include an internal delinting program of domestic tumble dryers to include all dormitories listed on RAF Lakenheath and RAF Mildenhall. The delivery and pick up service shall include the delivery and pick up of furniture, installation, disconnection and removal of appliances to/from authorized domestic residences this shall include all furnishings in dormitories and to include all appliances listed in dormitories and lodging facilities at RAF Lakenheath and RAF Mildenhall this shall also include fire stations at RAF Lakenheath and RAF Feltwell. The requirement also incorporates a quarterly preventative maintenance service of US style washers and US style tumble dryers located in dormitories located at RAF Lakenheath and RAF Mildenhall and lodging facility laundry rooms located at RAF Lakenheath. The repair, maintenance and cleaning service shall be conducted at a contractor provided facility and at domestic residences. The requirement entails the performance of all repairs, testing and cleaning of appliances and furniture to meet commercial standards. Haulage will be within normal working hours but service and maintenance will require 24/7 coverage. In addition, this requirement consists of the provision of household appliances to include washers, dryers, refrigerators, dishwashers, cookers/ovens, and transformers for use by base personnel. The FMO will provide the quantity and type of appliance required. The purpose of this market research is not to solicit proposals at this stage, but to determine the commerciality of this type of service, and to enable us to produce an accurate statement of work in line with standard commercial practises. We would appreciate your time and effort in providing answers to the below listed questions as part of our market research for this purpose. Whilst we appreciate that you may not be able to, or may not wish to answer all questions we would appreciate open and honest answers to those questions that you are able to answer. The 48th Contracting Squadron at RAF Lakenheath, United Kingdom anticipates a competitive acquisition for the furniture haulage and appliance maintenance services in support of military personnel assigned to RAF Lakenheath and RAF Mildenhall in the United Kingdom. This service will encompass delivery and pick-up of loaner furniture, installation, disconnection and removal of appliances to/from domestic residences. The contractor shall also incorporate a dryer delinting program fro residences and a preventative maintenance program for the dormitories. The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified in the Statement of Work (SOW) as Government Furnished Property (GFP). The contract shall be Non-Personal in nature and in strict accordance with the SOW, subject terms and conditions of the main contract, and each task order. The base year performance period will be for 1 year with an anticipated start date of 1 June 2011 with four (4) additional one-year option periods. This requirement will be solicited as Full and Open Competition and will not contain set-asides. The applicable NAICS Code for this solicitation is 488510, Freight Transportation Arrangement. Award of a contract from the forthcoming solicitation will be made on the basis of best value procedures IAW FAR Part 15.101 using a tradeoff process to evaluate factors of Price, Technical, and Past Performance. The Government reserves the right to award a contract to other than the lowest price offeror if non-price factors such as Technical and Past Performance represent the best value. All relevant solicitation documents including the Statement of Work will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR), at http://www.ccr.gov, in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of the award. A solicitation will be issued on or about 6 October 2010. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation cost. The Government reserves the right to cancel the solicitation either before or after the solicitation closing date.
