Description
QUESTIONS: 1. Can you supply a 3-D drawing of the room? 2. Can you supply a statement of work (SOW) indicating this is an upgrade/replacement of an existing system and what installation/system integration services are required? 3. Will the RFQ be amended to include line items such as the following? a. Installation and system integration. b. A timeline, schedule, etc. of when the work can be performed and the availability of escorts; c. Safety requirements (e.g., eye protection, clothing, shoes, specific hand/power tools, etc. d. Pre-test of the Det-Tronics system at alternate facility e. DVR setup and training of personnel. ANSWERS: #1 The distance from the most distant cell to the recorder will be 250 feet. The distance from the camera to the cell monitor will be 8 feet. #2 The existing Pelco cameras operate with 120 Volts. #3 The Project Objective below provides a Statement of Work; Salient Characteristics specifies brand name or equal components. The Extreme monitor part number called out in the Salient Characteristics is no longer available; however, other monitor/enclosure systems that meet the intent of, explosion proof, will work. The project objective below lists the important characteristics of the monitor. #4 The existing drawing of the building is two dimensional and only shows outlines of the cells. A 3-D drawing can be made available but not before 30 days. Site visit required for consideration of responses to this RFQ. #5 The facility windows will be available in July 5-15 for early installation,and December, from 12/20/2010 through 1/3/2011 for later deliveries. All site preparations will be completed by Government personnel. #6 Escorts of American citizens will not be required during the shutdown period 12/20/2010 through 1/3/2011. All contractor personnel must be U.S. citizens. Normal Crane Security entry procedures must be followed. #7 Safety glasses and steel toed shoes are required personal protective equipment (PPE) while working in the building. #8 A factory test of the equipment shall demonstrate integration of the sensor, camera, monitor, and recorder; and that the equipment can be used to view a flame in slow motion. An excerpt from the project objective states: High Speed Recording is defined as that scan rate which will provide high definition, slow motion video content during video playback, that can be used to analyze an expanding flame, explosion, or deflagration process as it expands from the ignition point. #9 Questions about setting up the DVR are covered in the project objective below; Training of government personnel about the operation of the equipment should be done informally during start up and adjustment of the equipment as stated. Separate training sessions are not required. In addition: Contractor shall provide a TURNKEY teardown of existing equipment in order to install replacement equipment. No labor to be separately priced. Government shall prepare all cables for direct installation according the vendors quote that shall be lowest, technically acceptable. Equipment to be provided and installed shall be executed during normal working hours during the time frame mentioned in SOW attached to this QA. A site visit is required for this solicitation in order to view the equipment. Vendors not visiting the site shall not be considered for award. The Government will not consider any solution utilizing fiber optic cable as part of its site preparation. 1. How many feet of video cable/distance required? 2. Camera: What is the power supply/ 110v or 24v? 3. You may also want to indicate whether you want to keep the extreme PN or make a change to the minimum PN requirements given cost constraints I have here. To provide ONE video sentry and event recording system for use in a Class 1, Division 2 occupancy. 1. Project Objective: a. Monitor and record manufacturing operations so that a video record is obtained which can be reviewed and used for analysis after the fact, should an abnormal event occur within the manufacturing area. 2. There are SIX areas (explosion proof cells) to be monitored. a. Each cell shall have TWO cameras viewing the same machine from different angles. b. Events include fire, deflagration, and/or explosion of pyrotechnic ingredients being mixed in a machine that is located in the cell but operated from a remote location. c. Initiate high speed recording at the start of an abnormal event. d. Interface with existing Fire detectors (Fire Sentry model SS-2). 3. Each cell shall have ONE video monitor showing both cameras on a split screen. 4. Definitions: a. High Speed Recording is defined as that scan rate which will provide high definition, slow motion video content during video playback, that can be used to analyze an expanding flame, explosion, or deflagration process as it expands from the ignition point. b. Normal Speed Recording is defined as that scan rate which provides high definition, real time monitoring and recording. 5. The supplier shall provide a complete system consisting of: a. 12 video cameras mounted in explosion proof enclosures (two cameras per room) b. 12 camera mounting brackets and associated hardware c. 6 color monitors mounted in explosion proof enclosures d. 6 monitor mounting brackets and associated hardware e. 1 or more multi-channel video recording systems that retains a minimum of 72 hours of video information for each channel at normal speed and 3 minutes of information at High Speed. f. Any and all power supplies required for operation of the system g. All interconnecting cables, wires, connectors, adaptors, and other electronic components required to make an operating system except 120V/240V/460V hard wired power wire, conduit, and conduit fittings h. Technical documentation detailing: i. Installation, ii. Operation, iii. Troubleshooting techniques, iv. Spare parts requirements, v. Component and spare part source data, vi. System interconnections, vii. Computer program source code if used, and viii. Any and all other documentation required to install and maintain the system i. Technical personnel off-site as needed to: i. Review and approve the owners installation plans, drawings, schematics, etc. j. Technical personnel on-site to: i. Monitor the installation of the equipment by the owner, and ii. Assist the owner to start and adjust the system to a fully operational state. 6. Environment at point of use: a. NFPA 70 Class 1 Div 2 and Class 2 Div 2 service b. 60F to 80F c. 30% to 60% relative humidity 7. General Equipment Layout: a. Cameras will be mounted from wall and/or ceiling surfaces and/or (Unistrut) structural channels inside six concrete rooms. b. Monitors will be mounted from wall and/or ceiling surfaces and/or (Unistrut) structural channels in a common but separate area adjacent to the six concrete rooms. c. Recorder shall be located in a General Occupancy area. d. Distance from camera to monitor: 10 to 30 feet e. Distance from camera to recorder: 100 to 300 feet 8. Camera Performance Requirements: a. Color imaging, low intensity visual light spectrum b. Fixed axis (panning not required) c. Manually adjustable focal length: 3 to 10 feet d. Resolution: at least 768 by 494 pixels, 570 lines (higher resolutions preferred) 9. Monitor Performance Requirements: a. Flat panel display b. 12 +/- diagonal screen size (installation space limits monitor size) c. 800x600 (or better) 32K color AMTFT LCD or LED (resolution should be compatible with camera) d. Capable of horizontal or vertical split screen display of two video signals e. Capable of meeting explosion proof requirements by enclosure or positive internal pressure airflow f. Recorder Performance Requirements: g. Simultaneously accept and record video information from multiple camera sources. h. Store 72 hours of video (first in first out) at normal speed for each camera in the system. i. Allow viewing the stored video of any selected channel without interrupting the continuous recording process. j. Record and store video at high speed from both cameras in the affected cell(s) when triggered by an abnormal event. Record at high speed for 3 minutes after initiation of the event. Continue normal speed recording in cells not involved in the event. k. Project Time Line:The Government will identify one (2) downtime week in the month of July or December 2010. Current downtime schedule for July is 5-15 July. l. For installation of equipment. All equipment on-dock and ready for installation; m. System Salient Characteristics suitable for use in Class 1 Div 2 occupancy n. Ultra high speed light detection technology for visible, infrared, and ultraviolet wavelengths o. Solid state electronics, LCD or LED monitors Existing Equipment Detectors: manufactured by Fire Sentry, Model SS-2 Camera: manufactured by Pelco; (Obsolete black and white ignitron units. Model number not available) Monitors: generic 9 black & white cathode ray tube (CRT) units enclosed in pressurized boxes. Recorder: none currently in use.
