Description
The Division of Information Technology and Management's Branch of Information Technology has a requirement for contract support to implement the Ektron CMS400.net Content Management System (CMS). The CMS will manage the Web sites of approximately 550 National Wildlife Refuges and 37 Wetland Management Districts, collectively known as field stations in the National Wildlife Refuge System (NWRS), a program within the US Fish and Wildlife Service (FWS). The branch is responsible for the design, development, implementation, and deployment of the CMS for the NWRS and is working with a CMS project team (Team), comprised of subject matter experts from the FWS' eight Regions across the United States, to complete the effort. The NWRS is implementing a CMS to better serve its audiences with unified design, content and navigation Web site layout. Primary audiences are: -Members of the public who want to visit wildlife refuges to pursue wildlife-dependent recreation, often called "Big 6" public priority recreational uses.-Wildlife or environmental activists and other members of the public who are interested in getting better acquainted with the programs, policies and recreation associated with national wildlife refuges.-Instructors, students and members of the public who are interested in learning about wildlife and wild land resources of the Refuge System.-Partner organizations, including groups that hold similar interests as those of the Refuge System.-Refuge Friends who have organized into approximately 200 nonprofit organizations to assist individual national wildlife refuges.-Individuals who seek to volunteer their time on behalf of national wildlife refuges.-Employees of the Fish & Wildlife Service, and in particular, employees of the National Wildlife Refuge System. The CMS project has been divided into three sub-projects: 1) Purchase and install the CMS software, 2) develop a common Web site design for the NWRS and 3) integrate that design into the CMS software and create the NWRS Web sites and supporting processes, documentation, and training. The first sub-project is complete-the FWS has purchased the CMS software and has installed it in accordance with Ektron's initial recommendations. The second sub-project will produce 13 Web page templates, an information architecture (IA), and wireframes for the new NWRS Web sites under a separate contract (estimated completion date is August 31, 2010). The goal of the third sub-project, covered under the statement of work, is to integrate these templates, the IA, and the wireframes into the CMS to support the field stations of the NWRS. All the field station Web sites will be under the umbrella of the CMS and the page templates when the project is complete. Firms wishing to compete for the integration contract will be provided the deliverables produced by the design contractor. The contractor shall produce a fully functioning, integrated CMS, bringing together the Ektron software and the completed page templates. This includes verifying the installation of the software and configuring all necessary components and features onto the FWS servers in compliance with the Branch of Communication Technology (BCT) and Team requirements. The BCT, a branch within the FWS Division of Information Resources and Technology Management and located in Lakewood, Colorado; houses and manages all software and hardware related to this project. Successful completion of this project will be demonstrated by a correctly configured, fully functioning CMS solution that is ready to present to field stations for content migration and site launch.
