Description
DESCRIPTION OF WORK: The Contractor shall furnish all labor, materials and miscellaneous services necessary to provide the National Park Service with archaeological and other historic preservation services. For addition information and proposal preparation instructions, please see the attached solicitation document. Offerors shall submit a price for each item in Schedule Of Indefinite Quantity of Work, Section B, and submit in accordance with Section L and Section M. LOCATION(S): The Pacific Islands Network consists of 11 units: eight are located in the Hawaiian Islands (World War II Valor in the Pacific National Monument on Oahu; Kalaupapa National Historical Park on Molokai; Haleakala National Park on Maui; and Ala Kahakai National Historical Trail, Puukohola Heiau National Historical Site, Kaloko-Honokohau National Historical Park, Puuhonua O Honaunau National Historical Park and Hawaii Volcanoes National Park on Hawaii), one in American Samoa (National Park of American Samoa), one in Guam (War in the Pacific National Historic Park), and one of the Commonwealth of the Mariana Islands (American Memorial Park on Saipan). SOLICITATION AND PERIOD OF PERFORMANCE DATES: The solicitation will be issued 27 May 2010 electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http://www.ideasec.nbc.gov. Paper copies of this solicitation WILL NOT BE MADE available. The Solicitation Number for this Request For Proposal (RFP) is N8298100007 Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://www.ideasec.nbc.gov. The service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the web site for all information relevant to this solicitation. Plan holders will be required to visit this web site periodically to check for amendments and other changes to the procurement documents. No other notifications will be sent. "All questions pertaining to this solicitation shall be directed to the Contracting Officer via their email address in writing at least 7 (seven) calendar days before the solicitations closing date via email ONLY. Haney, email address is traudel_haney@nps.gov " CONTRACT STRUCTURE: The NPS The National Park Service, Hawaii Volcanoes National Park, (HAVO) has identified a requirement for a five (5) year (one base year; four option years) contract to obtain archeological and other historic preservation services for the National Park Service's Pacific Islands Network by means of an indefinite delivery/indefinite quantity (ID/IQ) contract. Estimated cost is within the range of $25,000.00 TO $50,000.00 (base). The NAICS code for this project is 541690 and the small business size standard is $7.0 million. This procurement is open to all businesses, and the National Park Service encourages the participation of disadvantaged, service disabled veteran owned, and women-owned business enterprises. All responsible sources may submit a quotation, which shall be considered by the Agency. "EVALUATION FACTORS" provision in Section M, the successful Offeror for purposes of the award shall be the conforming, responsive, and responsible Offeror offering the best value to the Government for the contract base period and each of the pre-priced options in the schedule. However, the initial award will be for the base period only. Proposals are solicited on an "All or None" basis. Failure to submit for all items and quantities listed shall be cause for rejection of the proposal. The Government will evaluate each proposal against a detailed set of evaluation criteria and will award based on the factors set forth below. Factors (a) price and (b) technical are of equal importance. The technical evaluation criteria are of equal importance. Award selection will be based on the overall best value to the government after considering evaluation factors listed within Section "M". Important Note: The successful Contractor must be registered at www.ccr.gov (Central Contractor Registry) in order for award to be made. The Government reserves the right to make award without further discussion. The Government reserves the right to cancel this solicitation.
