- RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE NASA DRYDENFLIGHT RESEARCH CENTER (DFRC) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY ANDREINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER TO THE NORTHROP GRUMMAN CORPORATION (NGC)UNDER CONTRACT NND08GH01B FOR GLOBAL HAWK ENGINEERING AND TECHNICAL SUPPORT.DFRC intends to issue Task Order NND10GH23T titled: NASA Global Hawk Common SystemArchitecture hardware and software for the Global Hawk Mobile Operations Facility(GHMOF). Task Order NND10GH23T provides DFRC with a fully functional Common SystemArchitecture (CSA) and associated software that will be installed in the GHMOF. The CSAequipment and software that was originally developed for the Global Hawk OperationsCenter (GHOC) will be duplicated in the GHMOF and will have all of the same featurescontained in the original GHOC CSA. The GHMOF CSA shall be capable of operating the sametwo Global Hawk aircraft as the GHOC CSA and will have identical hardware and softwareconfigurations, including two operator workstations.This task order is wholly funded under the American Recovery and Reinvestment Act (ARRA)of 2009 and as such is subject to all requirements imposed by the legislation. Theserequirements are mandatory and are subject to monitoring and auditing by the Governmentthroughout the contract performance period. A contract modification has been issued toadd American Recovery and Reinvestment ActReporting Requirements to the contract. The Global Hawk Engineering and Technical Support Contract NND08GH01B was awarded on anon-competitive basis. NGC is the only source available that has the engineering andtechnical expertise and knowledge in manufacturing, designing, and operating the GlobalHawk aircraft.As the manufacturer of the Global Hawk, NGC is the proprietary owner ofall the intellectual property for the Global Hawk and is uniquely familiar with theaircraft based on over 30,000 flight hours of experience. Oral communications are not acceptable in response to this notice.This announcement will not result in a request for proposal; this announcement is forinformational purposes only.
