- The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure on a sole source basis from Steward Advanced Materials of Chattanooga, TN materials and services to manufacture approximately 4,500 pounds of Self-Assembled Monolayers on Mesoporus Supports (SAMMS). Steward Advanced Materials is uniquely qualified to provide this material since the Pacific Northwest National Laboratory awarded them the sole license to manufacture their patented material. Delivery lead time is 135 days. An Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract is anticipated. The Government will not pay for any information received. The North American Industry Classification System (NAICS) Code is 325188. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
