Description
Background:The U.S. Geological Survey (USGS) is a world leader in the natural and physical sciences. The USGS provides reliable scientific information to describe and understand the earth; minimize the loss of lives and property from natural disasters; manage biological, water, mineral and energy resources; and enhance and protect our quality of life. The Water Resources Discipline (WRD) of the USGS collects information needed to understand the Nation's water resources. Groundwater dating is being used widely in the USGS, WRD, through national programs such as the National Water Quality Assessment Program, the Groundwater Resources Program, and in numerous State and local water resources investigations conducted by our Water Science Centers. One of the most important tools for groundwater dating is based on the radioactive decay of tritium to helium-3 in groundwater. Further information on the groundwater dating capabilities of the USGS is discussed at http://water.usgs.gov/lab. Basic Requirement: The USGS has a requirement for non-personal, laboratory analytical services to provide all plant equipment, labor, and materials necessary for the analysis of dissolved Helium, Neon, Argon, Krypton, Xenon, the 3He/4He isotope ratio of dissolved Helium, and dissolved Tritium in water to calculate age. Important General Requirements:This procurement is a "Request for Proposal" (RFP) and is subject to the provision of the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Responses will be due approximately 21 days following issuance of the solicitation. Search by referencing solicitation number 10HQSS0025, Department of the Interior, USGS. This solicitation may be viewed/downloaded by going to www.fedbizopps.gov on or about June 21, 2010. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. The anticipated award date is on or about August 30, 2010. The USGS requires a firm fixed priced, Indefinite Delivery Indefinite Quantity (IDIQ), commercial services contract. The procurement is anticipated to include a base year with four (4), one-year option periods. The Product Service Code is B533 and the North American Industrial Classification System (NAICS) code is 541380. All responsible sources that have a valid Dun & Bradstreet number and are registered in the Central Contractor Registration (CCR) may submit a proposal that shall be considered by the agency. Offerors may register in CCR by going to www.ccr.gov. All potential offerors shall be prepared to provide certification and disclosure regarding payment to influence certain Federal Transactions as directed in FAR 52.203-11. The Government reserves the right to cancel this solicitation. This announcement does not constitute the solicitation.
