- NASA/DFRC has a requirement for Dynamic Inertia Measurement Method (DIMM) Testing.NASA Dryden Flight Research Center (DFRC) is requesting test support in conductingresearch in support of the Dynamic Inertia Measurement Method (DIMM) to measure vehiclemass properties. The requirements for this task are described in this Statement of Work.1)Test SupportTest support is being requested to provide the following services:-On-site consultation during actual DIMM testing-Pre-test consultation on procedures-Matlab computation scripts to real-time and post-process data-Training and knowledge transfer of Matlab scripts to DFRC personnel2) Receivables-Test article description and pictures-Testing procedures-Instrumentation information3) Deliverables-Pre-test consultation services-Real-time test consultation services-Real-time data evaluation codes-Post-test data processing codes-Training for DFRC personnel on usage of computational codes4) Period of PerformancePeriod of performance for this activity will run for 90 days from date of award.NASA/DFRC intends to purchase the items from ATA Engineering. This vendor is working withthe creator of the DIMM exclusively to complete the esting required for the X-38 project.The coding used in the testing and the testing is proprietary to ATA engineering.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon 06/02/2010. ATA Engineering quote is due no later than 2:00 pm local time on June 4,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
