- NASA/GSFC has a requirement for a Tenney Classic Series Environmental Test Chamber.The primary purpose of purchasing the Environmental Test Chamber is to support SoilMoisture Active passive (SMAP) and Global Precipitation Measurement (GPM) during thedesign, testing, and qualification stages. The proposed Environmental Test Chamber modelwould allow for a device to be thermally cycled while maintaining a safe relativehumidity environment necessary for ESD sensitive devices.NASA/GSFC intends to purchase the items from Thermal Product Solutions pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source. It is our understanding that NASA already owns a license forLinkTenn. LinkTenn is a piece of software developed by Tidal Engineering specifically toallow users to remotely monitor and control Tenney Environmental Test Chambers directlyfrom a PC. The software also provides the capability for users to generate genericthermal test profiles that can be used on any other Tenney product. GPM has alreadydeveloped thermal test profiles that autonomously control the Environmental Test Chamberappropriately depending on the test type and device user test.It is also ourunderstanding that if a different product were selected, it would be necessary to eithergenerate a new piece of software in-house or procure one with similar functionality. Inaddition it would require GPM to rewrite each individual thermal test profile using thenew piece of software.Purchasing a Tenney Environmental Test Chamber would allow thecurrent efforts of both SMAP and GPM to continue consistently while meeting allcompatibility issues.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or faxto 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onJune 11, 2010.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.It is the offeror's responsibility for downloading their own copy of this notice andamendments (if any).An Ombudsman has been appointed.
