- The Connecticut National Guard intends Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project No. CEKT072209, TFI-Repair Maintenance Hangar, Bradley Air National Guard Base, East Granby, CT 06026. Scope of Work: Design-build construction services to replace hangar doors on each side of hangar and replace Infrared Heating systems. Alter latrines, selected offices, stairs, and shop spaces by removing or re-arranging walls and doors thereby opening the space to provide greater flexibility. Replace and reconfigure Heating, Ventilating, and Air Conditioning (HVAC) systems, modify interior electrical system and install fire detection and protection systems and communications support standards. Repair water, sanitary, electrical services and adjust communications support infrastructure, as required. Remove Anti-Terrorism/Force Protection (AT/FP) pavement incursions by relocating adjacent service driveways. Provide smart meters and direct digital controls to improve energy efficiency to meet required standards. Install temporary facilities during construction in office areas. The magnitude of construction for this project is between $1,000,001 and $5,000,000. The construction schedule and major elements of the project will be closely coordinated with the Base Civil Engineer. The estimated construction performance period is 365 calendar days after acknowledgement of Notice to Proceed (NTP). Payment and Performance Bonds are required for this project. This procurement is being solicited using the two-phase design-build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on or about 11 June 2010. Phase One proposal closing date is on or about 12 July 2010. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3. Phase One evaluation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select a minimum of two, but not more than five, of the highest rated contractors to advance to Phase Two. The Phase Two evaluation factors include but are not limited to, Price, Technical Data Requirements, Management Plans and a comprehensive Design and Construction Schedule. The North American Industry Classification System (NAICS) code applicable to this project is 236220. The applicable small business size standard (to be considered as a small business) including affiliates is not more than Thirty Three Million Five Hundred Thousand dollars ($33,500,000) average annual revenue for the previous three years. This project will be solicited as a SET ASIDE FOR HUBZONE SMALL BUSINESSES. There will be a Pre-Proposal Conference but the date in currently undetermined. Refer to the solicitation for instructions of the Pre-Proposal Conference. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the Pre-Proposal Conference. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The RFP and associated information, plans and specifications will be available from the EBS website at https://www.fbo.gov. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the website on-line at https://www.fbo.gov. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the CCR in order to view or download the plans or drawings from the web site.
