- The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter Picatinny Arsenal, New Jersey, 07806-5000, on behalf of PM Close Combat Systems is seeking proven manufacturers with extensive experience and facilities in place to produce HMX/Resin explosive composition, stab primers, detonators, fuzing (Safe and Arm) components/assemblies, and/or Load, Assemble, and Pack (LAP) of explosively filled ammunition. These components are utilized in the production of the M4E1 Selectable Lightweight Attack Munition (SLAM). For background information purposes, the M4E1 SLAM is a multipurpose, one-shot, anti-materiel/demolition device, compact, lightweight munition with antidisturbance and self-destruct features. The M4E1 SLAM operates in four (4) different modes: Bottom Attack (Magnetic), Side-Attack (Passive Infrared), Time Demolition, and Command Detonation (Blasting Cap). The M4E1 SLAM is designed to be readily portable and hand-emplaced against lightly armored infantry vehicles, parked aircraft, wheeled or tracked support vehicles, and ammunition or Petroleum, Oil and Lubrication (POL) storage sites. The M4E1 SLAM includes magnetic and Passive Infrared sensors, munition controls, electronic packaging, and an EFP (Explosively Formed Penetrator) warhead. Interested Sources are sought for the below M4E1 SLAM Components: a. HMX/Resin explosive composition capabilities are to include availability and listing of materials, skills, and facilities required to handle, manufacture, and store up to a maximum of 2,480 lbs per year. Total Net Explosive Weight (NEW) of HMX/Resin per warhead is.62 lbs. b. Battery stab primer capabilities needed for the activation of the SLAM single cell High Energy Density (HED) battery are to include availability and listing of materials, skills, and facilities required to handle, manufacture, and store up a maximum of 4,000 units per year. The stab primer shall be.144 diameter and.140 height. The composition shall consist of barium nitrate, lead azide, and primer mix NOL #130. Total NEW per unit is.020 grams. c. Detonator assembly capabilities needed for the SLAM Safe and Arm (S&A) fuzing are to include availability and listing of materials, skills, and facilities required to handle, manufacture, and store a maximum of 4,000 units per year. The detonator assembly is also used on M759 and FMU-151/B. The detonator assembly shall be.0875 diameter and.266 height. The composition shall consist of a primer mix, lead azide, and RDX. Total NEW per unit is.032 grams. d. Fuzing (Safe and Arm) capabilities needed for the activation of the SLAM S&A are to include availability and listing of materials, skills, and facilities required to handle, manufacture, and store a maximum of 4,000 units per year. The SLAM fuzing (Safe and Arm) consists of 2 piston actuators, a base and cylinder to hold the assembly, cam, enable transfer, insulated stand-off terminals, rotor, the above stated detonator assembly, and firing pin with shear wire. e. LAP capabilities needed for the SLAM are to include availability and listing of materials, skills, and facilities required to handle, manufacture, and store a maximum of 4,000 units per year. The LAP process includes the warhead and explosive train build/assembly. The SLAM S&A components are out of line prior to firing. When the SLAM arms, one of the safety locks is removed by the initiation of the first piston actuator. When a fire signal is received from the SLAM electronics, the explosive train is moved in line and is fired by the second piston actuator. The detonator within the S&A rotor when initiated causes the detonation of the acceptor lead. The acceptor lead then fires the transfer lead which then fires the Precision Initiated Coupler (PIC) which detonates the warhead. Information being submitted should include submitting organizations name/address/point of contact identification, size standard, and cage code of the facility. If any of the listed capabilities are to be subcontracted, the same information should be provided for the subcontractor as well.
