Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source contract under commercial item acquisition procedures with William M. Gannaway, Spotsylvania, VA under RFQ 0200720. The contract period will include a base year with three (3) one-year options. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBI site to ensure they have the most up-to-date information about this acquisition. William M. Gannaway will provide commercial ballistic research assistant services that include, but are not limited to: firearms instructions, testing of ammunition and weapons, including velocity, accuracy and pressure testing, report writing, and services to provide expert witness testimony in regards to wound pathology. Based on Market Research conducted by Government experts, contacts made with knowledgeable individuals within both Government and private related industry, and additionally a Sources Sought notification placed on www.fbo.gov in December, 2009, it has been determined that the FBI's requirement to procure ballistic research assistant services, meeting the minimum requirements, can only be provided by William M. Gannaway. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement to the attention of Amy Lacy, Management & Program Analyst, at email address: aelacy@fbiacademy.edu by June 7, 2010 (10:00 am Eastern). Information received, will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 541990, and the size standard is 500 employees. The contract will be awarded as a commercial item in accordance with Federal Acquisition Regulations, Parts 12 and 13.5. The awardee shall be registered in the Central Contractor Registration Database and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
