Description
The Department of Veterans Affairs Network 23 Contracting Office intends to negotiate a commercial (FAR Part 12) sole source procurement with Receivia Inc. under the authority 6.302-1 using simplified acquisition procedures (FAR Part 13). This proposed contract action is to complete a onetime emergent short term project of reviewing third party claims and explanation of benefits (EOBs), placing insurance verification calls, documenting results, and in certain instances, taking corrective action. Contractor shall provide all equipment, labor, services and to successfully satisfy the requirement. The VA believes that Receivia Inc. is the only company that can complete this project in the timeframe required (obtain clearance, system access, and complete the project by September 01, 2010). Receivia Inc., who currently holds General Service Administration contract GS-23F-0229K, and VA Blanket Purchase Agreement VA 101 (049A3)-BP-0161 is currently performing similar related tasks for VISN 23, and therefore already has computer access and meets security requirements, and will be able to complete the project no later than the required deadline. NAICS code for the procurement is 561440; Collection Agencies; Size Standard $7M. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer no later than May 29, 2010 at 12:00PM. Supporting evidence must include the company name, address, phone and fax numbers, a point of contact, and be in sufficient detail to demonstrate the ability to comply with the above requirements for services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government.
