- The Government intends to award a No Cost Contract for the publication and distribution of a civilian enterprise newspaper named the 'Jet Observer' in accordance with Naval Air Station Oceana's specifications. The contract is for a base year plus four (4) option years. Delivery is FOB Destination to Virginia Beach, Virginia. Evaluation criteria consist of past performance and technical evaluation. No solicitation exists at this time. A Request for Quote (RFQ) package will be available on or about 27 May 2010 at the NECO website at http://www.neco.navy.mil The applicable NAICS is 511110. The size standard is no more than 500 employees. This synopsis is for a new requirement. This requirement will be awarded as a no cost type contract. The contract provides for the contractor to produce the Naval Air Station Oceana newspaper, the 'Jet Observer,' tabloid, as a civilian enterprise authorized newspaper published in the interest of Navy and civilian personnel of Naval Air Station Oceana, Dam Neck Annex and their families and to provide news and information of particular interest to such personnel. The contract requires the contractor to publish a weekly civilian enterprise newspaper. The publication is subject to the requirements of Department of Defense Instruction 5120.4 and Secretary of the Navy Instruction 5720.44A (Public Affairs Regulations) and to the conditions and agreements contained in the Statement of Work. Potential contractors are hereby notified that the solicitation and any subsequent amendments will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
