Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services from Brigham and Women's Hospital, Channing Laboratory, 181 Longwood Avenue, Boston, MA 02115 This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541380 the business size standard is $12.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. NCI proposes to examine the association between telomere length and risk of glioma using leukocyte and buccal cell DNA samples from two studies with DCEG: the NCI Adult Brain Tumor Case-Control Study and the Prostate, Lung, Colorectal and Ovarian (PLCO) Cancer Screening Trial. In order to further assess the potential role of telomeres in glioma etiology, DCEG will examine whether telomere length variation is modified by TERT polymorphisms that are highly associated with glioma risk. Telomere length will be measured by Q-PCR of genomic DNA in glioma cancer cases and controls. Telomere length as a potential risk factor for glioma will be evaluated. The contractor shall determine telomere length in 1,430 samples in triplicate, using Q-PCR assay. The contractor will also provide a plan for determining if the replicate values are in agreement. On repeated duplicate testing, the laboratory shall also provide a plan for determining if replicate values are in agreement. The Channing Laboratory is the only organization known to NCI that has experience performing the telomere length analyses on DNA from cancer research studies that can meet the requirements of using only 150ng of DNA and testing many samples at one time (high-throughput). NCI is preparing to utilize this source to maintain continuity in a series of cancer research projects that have been conducted at NCI; the other cancers studies included gastric, melanoma and prostate to name a few, and avoid introducing new variables into the project. It is essential that all study samples be analyzed by the same laboratory to reduce laboratory variation. The proposed laboratory has documented proof of measuring telomere length with a high replication rate for testing the same sample twice or even three times, for other NCI cancer research studies. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on June 8, 2010 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
