- Industry comments and potential sources for Engineering and Technical Project Support Services for the US Coast Guard Market Survey Number: HSCG44-10-R-SAROPS Agency: Department of Homeland Security Office: United States Coast Guard (USCG) Location: Commanding Officer (C2CEN) NOTE: IN ORDER TO ELEVATE EXCESSIVE TIME AND EFFORT BY THE GOVERNMENT IN FOLLOWING UP ON OMITTED INFORMATION, IT’S CRITICAL THAT CONTRACTORS READ THIS NOTICE THOROUGHLY AND SUBMIT THE REQUIRED DATA REQUESTED. UNITED STATES COAST GUARD ENGINEERING AND TECHNICAL PROJECT SUPPORT SERVICES ACQUISITION THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS *NOT* A REQUEST FOR QUOTATION OR PROPOSAL. The purpose of this RFI is to survey the commercial market to determine the availability of potential solutions and commercial products available in the market to fulfill this potential requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of information. While a future Request for Quote/Proposal is anticipated, it is not guaranteed. The Small Business Administration (SBA) uses the North America Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The anticipated NAICS code for this requirement is 541519 – Other Computer Related Services. This RFI is issued to survey the commercial market to determine the availability of potential solutions and commercial products available in the market. Comments from industry are requested on the feasibility of the meeting the Governments requirements. It is the Government’s intent to procure a system with expandable capabilities. The United States Coast Guard’s Command and Control Engineering Center is seeking sources who have the capability to provide system lifecycle operations and maintenance IT support services for the Coast Guard’s Search and Rescue Optimal Planning Systems (SAROPS) and associated Common Mapping Framework (CMF) system components. Services will include requirements management, project planning, system improvements and quality assurance verification, configuration management and logistics support. Existing SAROPS CMF is comprised of the Commercial Joint Mapping Toolkit (C/JMTK) family of GIS (ESRI ArcGIS products). SAROPS is a suite of extensions/modules developed to operate within this CMF. In order to better provide multi-mission support with improved performance and reduced computer resource footprint, the Coast Guard is investigating the possibility of modifying the CMF to include ArcExplore, Microsoft Silverlight, or Adobe Flex. All Contractor developed processes and procedures and other forms of intellectual property first developed under this requirement, including but not limited to source code, documentation, and development libraries, shall be considered Government property. C2CEN is seeking contractor services in support of lifecycle operations and maintenance of these components. Contractors should provide information about their ability to provide support and lifecycle operations and maintenance services for SAROPS. Contractors should have a familiarity and experience with the following The Common Mapping Framework (CMF) which includes ArcDesktop, ArcExplore, Adobe Flex, and Microsoft Silverlight; The Search And Rescue Tools (SARTools) extension; The NetCDF and Timeslider extensions used for processing and display of temporal data. The Environmental Data Server (EDS), The National Geospatial-Intelligence Agency (NGA) C/JMTK and DHS-ELA development environments. The ESRI ArcGIS development environment which is the basis of C/JMTK and the ELA. U.S. Coast Guard and International Maritime Search and Rescue policy, practices and standards. The Coast Guard Standard Workstation software and configuration environments. Micrsoft Visual C++, Visual Basic, C#,.net and Java software development environments. Terminal Sever, terminal services and remote desktop deployment architecture. Windows XP, Windows Vista, Windows 7, and Windows Server (2003 and 2008) operating systems for application development, documentation, integration, and deployment.
