Description
INTENT TO AWARD A SOLE SOURCE. The Office of the Assistant Secretary for Public Affairs (ASPA), through the Department of Health and Human Services (HHS), Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis with Bulletin News, 11190 Sunrise Valley Drive, Suite 130, Reston, VA 20191, TO INCREASE THE LEVEL OF EFFORT ON ITS CURRENT CONTRACT, number HHSP23320095658WC, for option years 1 through 4. The statutory authority is 10 USC 2304(c), as set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ASPA is seeking to add additional services, for the FDA agency, to the scope of work of its existing contract with Bulletin News to provide media monitoring and analysis services of Department-wide related news. While it includes some FDA news, the U.S. Food and Drug Administration’s would like an additional, separate daily report by Bulletin News to provide more in-depth coverage of national news, trade outlets, journals and blogs covering FDA actions. A responsibility of the U.S. Food and Drug Administration’s (FDA) Office of Public Affairs is to provide the Commissioner and agency leadership and staff with the latest analysis of what the media is reporting about FDA priorities, initiatives and programs. Traditionally, the FDA has sought to provide this in a daily news briefing by simply providing collections of daily news clips distributed by e-mail and posted on an employee-accessible intranet site. This has resulted in an unnecessary volume of news clips that is not user friendly to recipients, which is often delivered too late and misses critical coverage. Bulletin News is the only firm with the unique capabilities to provide the Federal news monitoring service requirements that must begin immediately. Reporting Requirements and Deliverable Items The Contractor shall: --Provide media monitoring services to deliver succinct, categorized, in-depth daily news analysis of FDA-relevant media coverage from newspapers, magazines, public health peer-reviewed journals, national and local television, trade press outlets (to the extent possible) and blogs to leadership and staff of FDA. --Provide one daily briefing to the FDA by 6 a.m. each business day. The briefing will include a Leading the News section, a Medical Product Safety section, a Food Safety section and a Tobacco section. Weekend and holiday news coverage will be provided in the next business day’s briefings. The briefings will be delivered by e-mail as well as posted to an employee-accessible only Web site. The Web site must contain archives of past daily briefings for the length of the contract. Government Furnished Information: The FDA will provide the contractor with a list of media outlets to monitor. The FDA may routinely ask the contractor to search for specific stories after the agency makes an announcement; the FDA will provide the contractor with specific search terms. Bulletin News is uniquely qualified to start the requirements quickly and without any break in service for the period of performance. Bulletin News has been the contractor for the media monitoring services and analysis services to HHS since 2008. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required in the timeframe required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the contract modification.
