Description
This notice is issued by the NASA/Ames Research Center (ARC) to post a Request forInformation (RFI) via the internet, and solicit responses from interested parties. Sustainability Base is a NASA ARC project to create a supportive and nurturing workspacefor employees. The project includes a high-performance building that will be aproof-of-concept of what can be accomplished today, as well as a living experimentalplatform, designed to incorporate new, energy-efficient technologies as they evolve. WithNASA innovations and intelligence integrated throughout, the project representssustainability done as only NASA can. ARC intends to supply the electric energy needs for the Sustainability Base facilityusing innovative technologies.ARC invites you to submit a response to this RFI toprovide information for a Solid Oxide Fuel Cell (SOFC) system for the SustainabilityBase.The RFI technical documentation is an attachment to this notice; this document alsocontains questions that shall be answered within the RFI response.This document is for information and planning purposes and to allow industry theopportunity to verify reasonableness and feasibility of the requirement, as well aspromote competition. This RFI is subject to FAR Provision 52.215-3, entitled Request forInformation or Solicitation for Planning Purposes. This RFI is not to be construed as a commitment by the Government, nor will theGovernment pay for the information submitted in response. Respondents will not benotified of the results.Questions about this RFI should be emailed by Thursday, June 3, 2010 to:Elizabeth.M.Sanchez@nasa.gov. Please send questions with 'NNA10SBFC-EMS' in the subjectheading. Questions and answers will generally be posted as an attachment to this notice. Company or individual names will not be posted. Responses to this RFI are due by 4:00pm noon Pacific Time (PT) Wednesday, June 9, 2010.The preferred method of response is by email to the contract specialist: Elizabeth.M.Sanchez@nasa.gov. Please send responses with 'NNA10SPFC-EMS' in the subjectheading. Documents must be in MS Office or Adobe (pdf) file format. Hard copies are notrequired or requested. If necessary, please contact the contract specialist to requestanother method of submittal. Responses must include the following: name and address of firm, size of business; averageannual revenue for past 3 years and number of employees; ownership; whether they arelarge, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years inbusiness; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number).Although all information received will be carefully reviewed and considered, ARC makes nocommitment to include any particular information for inclusion in a later action. Information, such as trade secrets and commercial or financial information provided tothe Government on a privileged or confidential basis that, if released, would result incompetitive harm should be identified and marked as Proprietary. Government civilservant employees are subject to the non-disclosure obligations of a felony criminalstatute, the Trade Secrets Act, 18 USC 1905. NASA will provide Proprietary informationto its support service contractors and JPL employees who are under an obligation to keepthird-party proprietary information in confidence. By submitting a response to this RFI,the responder is deemed to have consented to release of Proprietary information to suchNASA support service contractors and JPL employees. Responses to the RFI will not bereturned.Information submitted that falls within ITAR or is otherwise export controlled should bemarked accordingly and as required by law. Responses to this RFI are welcome from all interested parties; however, if a solicitationis issued, it may be limited to US companies, due to ITAR or other related restrictions.It is anticipated that, following review of the responses to this RFI, NASA may conductfurther market research by conducting company site visits. Parties responding to thisRFI should indicate their interest in hosting a company site visit. Requests for a sitevisit by NASA should describe the purpose and what it would accomplish. All requests formeetings should be accompanied by compelling programmatic and technical information. Requests for meetings and site visits may be ranked or prioritized based on NASAstechnical and programmatic needs, as well as budget and resource constraints.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/ARCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
