Sources Sought NoticePortable Electronic Device (PED) Storage Units NAVSEA Indian Head solicits industry's interest, input, and capabilities for the purchasing of Portable Electronic Device (PED) storage units for the Technical Surveillance Countermeasures (TSCM) Program to enhance technical security for senior executive office spaces located within the Joint Staff (JS). The Joint Staff Security Office requires the acquisition of PED storage units authorized by the Defense Intelligence Agency (DIA) and in accordance with the Department of Defense Instruction (DoDI) Number 5240.05 to ensure physical and technical security of the cellular telephones and/or personal digital assistants assigned to office members and visitors to the offices of the Chairman and Vice Chairman, Joint Chiefs of Staff, the Director and Vice Director, Joint Staff, within Sensitive Compartmented Information Facilities (SCIF) (Director of Central Intelligence Directive [DCID] No. 6/9). PED storage units can obtain certification and approval from DAC2A2, DIA. Requirements to obtain certification and approval include:.Radio Frequency Protection - PED storage units must have technical testing documentation demonstrating the container's ability to attenuate radio frequency signals transmitting from within the electromagnetic shield by a minimum of 80 dBm (decibels - referenced to milliwatts) when sealed or in operation.Acoustic Protection - PED storage units must have technical testing documentation demonstrating through physical design and/or technical countermeasures the container's ability to attenuate recording room audio from within the container while in a stored configuration and equal to Sound Transmission Class 45 The DIA approved PED storage units also need to be capable of storing 20 or more cellular telephones and/or personal digital assistants with aesthetics that would not detract from wooden executive office furniture. This Sources Sought Notice is being issued for the purpose of identifying those companies with appropriate expertise to sell PED storage units on an as-needed basis and deliver to the Pentagon. The North American Industry Classification System NAICS code 335999-All Other Miscellaneous Electrical Equipment and Component Manufacturing, number of employees is 500, 100% small business set aside is applicable. Indian Head Division anticipates establishing Blanket Purchase Agreements (BPAs). The BPAs will be for a 3 year period. Individual call orders will be competitively awarded to BPA contractors. An undetermined amount of BPAs will be awarded. BPA calls will not exceed the Simplified Acquisition Threshold. BPA vendors must accept credit card as method of payment. Vendors are requested to submit the following information: (1) summary of company's capabilities including organization's name/address/point of contact identification including email and phone number, a description of equipment, delivery terms; and (2) a minimum of three Past Performance references. These references should include name of business, address, phone number, point of contact, contract/purchase order number, and description of equipment provided to customer. The Government will evaluate the past performance via surveys of references. Past Performance will be evaluated based upon Product Quality, Timeliness, Customer Satisfaction, and Reliability. Vendors who receive a rating of "Very Good" or better will receive a BPA award. The Government reserves the right to use additional past performance references if available. The vendors are required to be registered under the Central Contractor Registration (CCR) and have Online Representations and Certifications Application (ORCA) for the designated NAICS code. Note: This announcement is a request for information and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited.
