- CJPS RFP V3 SF-30 A003 EXTENSION - PROPOSALS ARE DUE Tuesday June 8, 2010, 2 PM EST. (Amended in A002) Amendment #3 has been added. It changes the language in Section M.1 to state: The Government intends to make multiple awards for the CJPS Set Aside contract and multiple awards for the CJPS Full Scope contract resulting from this solicitation to the responsible offerors whose respective proposals represent the best value solutions after evaluation in accordance with the factors and sub factors in the solicitation. The Government reserves the right to limit the number of awards. -Attached SF-30 Amendment 3 Document -Attached Amended CJPS RFP V3 Amendment #2 has been added. Please refer to the following attachments for additional information. -Attached SF-30 Amendment 2 Document -Attached Amended CJPS RFP (and updated DD254 within Section J) -Attached Questions and Answers AND: -Attached SF-30 Amendment 1 Document that incorporates the updated Pricing Tables added April 14, 2010. The U.S. Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) has as one of its responsibilities the provision of a wide array of support to criminal justice sector development programs worldwide. Program countries/areas include Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Sudan, and the West Bank. The Government is conducting two separate and distinct source selections under this solicitation. Consequently, the procurement schedule and award decisions on one track will not affect the other track. The two award tracks are: (1) Full Scope, and (2) Small Business Set-Aside. These multiple-award IDIQ contracts (herein referred to as “contracts”) succeed the CIVPOL multiple-award contract. The contracts’ titles are Criminal Justice Program Support (CJPS) Full Scope and CJPS Set Aside. The Contractor will be required to provide, among other items, advisors, other specialists, and life and mission support services. The Department of State intends to award 3 or more IDIQ CJPS Full Scope and 3 or more CJPS Set Aside training contracts by conducting an unrestricted and a partial set-aside, full and open competition in accordance with FAR Part 15. We anticipate a one year contract with four option years. All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and/or a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. Telephone request for the solicitation will not be accepted. QUESTIONS: Prospective offeror(s) should submit any questions regarding this solicitation in writing by e-mail Contract Specialist, Jamie Goewey. Questions should be received by 2PM EST April 26, 2010 to ensure a timely response. Questions received after that date will not be answered prior to the date established for the receipt of proposals. Offerors shall specify whether the proposal is a Full Scope proposal or Set Aside proposal. All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract.
