- THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide - Domestic Violence (DV) and Sexual Assault (SA) project training, technical assistance, and program evaluation to American Indian and Alaska Native (AI/AN) funded programs, health care providers of the Indian Health Service, Tribal and Urban operated health facilities who respond to victims who have experienced domestic violence and sexual assault in tribal communities during the period of August 1, 2010 through July 30, 2011. The Indian Health Service (IHS) provides comprehensive health services to American Indians and Alaska Natives (AI/AN) through a system of IHS, Tribal, and urban (I/T/U) operated facilities and programs. This Indian health system currently serves approximately 1.9 million AI/AN people through 48 hospitals, 221 health centers, 120 health stations, 100 Alaska village clinics, and 34 urban Indian projects. Health services provided by the Indian health system represent the only source of health care for many of those served. Funded programs also include the 562 Federally recognized tribes in the United States responding to victims who have experienced domestic violence and sexual assault. Core tasks of this effort would include: 1) Work with IHS DVPI Project Officer(s), to improve the coordinated response within AI/AN communities through collaborative healthcare partnerships with tribal and local DV advocacy services to improve their response to victims of DV and SA within Indian Health, Tribal and Urban operated health facilities, tribal entities and programs; 2) Develop culturally appropriate training material to build the skills of health care providers and tribal programs such that they understand the dynamics of DV and SA in tribal communities to assess for domestic violence and sexual assault to effectively respond to victims and their children; 3) Work with DVPI project officer(s) in developing an action plan for the national evaluation process for DVPI funded sites. The action plan must include developing local and national evaluation tools to collect, interpret, and analyze data on each funded DVPI site; 4) Develop a web-based information system to collect, interpret, analyze data from each DVPI funded site; 5) Conduct DVPI funded site visits in coordination with the DVPI Project Officer(s), inclusive of an evaluation of each site visit and submit a final report on the findings and summary of site visits to IHS DVPI project officer(s). 6) Develop a training plan, curriculum, and implementation of Sexual Assault Forensic Examination (SAFE) program to provide Sexual Assault Nurse Examiner (SANE) and Sexual Assault Response Teams (SART) to provide SAFE services for victims and patients who have been sexually assaulted in an emergent timeframe at Indian Health Service facilities and tribal health facilities that provide 24 hours, 7 days a week emergency services; 7) Conduct quarterly meetings, trainings, and technical assistance on capacity building and community assessments in building a community coordinated response to DV and SA, provide technical assistance on local evaluation and national evaluation efforts, and sharing of information on best and promising practices within tribal communities on DV and SA for DVPI funded sites. 8) Submit quarterly progress reports on the DVPI funded sites to DVPI Project Officer(s); 9) Assist in the development, logistical planning, and facilitation of an annual DVPI meeting and to provide a report of the meeting including a summary of presentations and evaluation. 10) A final report of DVPI funded sites activities including an evaluation of each site’s progress in achieving the stated goals of the project report and on each funded DVPI site’s progression throughout the project period in meeting national and local outcomes; The minimum contractor requirements are: 1) Demonstrate national leadership in working with federally recognized tribes and tribal organizations on projects identifying DV and SA as a public health issue; 2) Demonstrate expertise on the dynamics of DV and SA and its impact on the health and well-being of AI/AN victims including family and community, communities including cultural beliefs and practices, and health status; 3) Demonstrate knowledge and experience in working with the Indian Health Service mission and system of healthcare delivery including IHS Direct, Tribal and Title V Urban hospitals and clinics and working with federally recognized tribes and tribal entities; 4) Demonstrate knowledge and expertise in program evaluation and project monitoring for grant and/or cooperative agreement funded programs in the areas of DV and SA projects for AI/AN populations; 5) Development of software for development of evaluation tools for data collection and aggregation of local and national data in the areas domestic violence and sexual assault programs in the tribal communities and health care setting; 6) Demonstrate knowledge and experience in working with large projects with limited capacity as well as those with larger capacity (i.e. one or more FTE’s); 7) Demonstrate satisfactory record of 5 years of related experience as trainer, technical assistance provider and evaluator working with AI/AN populations in areas of DV and SA; and 8) Demonstrate a satisfactory record of integrity, business ethics and provide a list of prior contracts for past five (5) years related to projects serving AI/AN populations in the areas of DV and SA training, technical assistance, and program evaluation. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES. Capability statements must also include the following information: Company name, address, DUNS, Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Teaming Arrangements are encouraged. All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Responses are requested by 1:00 pm EST June 14, 2010. Capability statements will not be accepted after the due date.
