Description
The Government intends to solicit and negotiate on a sole source basis with University of St. Andrews, Research Funding Office, The Gateway, North Street, Fife KY16 8LB, Scotland, UK for the following requirement: Sea Mammal Research Unit (SMRU) CTD tags for measuring pressure (depth) and location-Satellite Relay Data Logger (SRDL). Delivery is requested by June 17, 2010. Deliverables to be delivered to Northeast Fisheries Science Center, 166 Water Street, Woods Hole, Massachusetts 02543. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplififed acquisition procedures. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR); www.ccr.gov, and obtain (and provide wit the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is 5845 and the NAICS Code is 611310, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. The Northeast Fisheries Science Center will be conducting a study of loggerhead sea turtle behavior in the Mid-Atlantic region and also into the larger Northwest Atlantic Ocean. This project is a continuation of pilot research which as initiated in 2009. The primary data-acquisition platform for this research is detailed dive information collected by Satellite Relay Data Loggers (SRDL). In the 2009 pilot research, we selected the SRDLs from the Sea Mammal Research Unit which provides impartial, independent and innovative science that has high relevance to society. It carries out interdisciplinary research into the biology of marine mammals, trains marine mammal scientists through undergraduate and postgraduate teaching and advises governments, non-governmental organizations and industry on conservation issues. SMRU's internationally renowned Instrumentation Group develops a range of marine mammal telemetry tags for use by SMRU and other researchers. Given that the first part of this project successfully used SMRU tags, for the purposes of consistency, we are requesting that Sea Mammal Research Unit be awarded a sole source contract for this work. No other entity can provide the necessary tags that will be compatible with existing research and tags. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. June 4, 2010 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required analysis. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
