- Description
- The Naval Surface Warfare Center Indian Head Division has a requirement to provide support to the Army National Guard. The Army National Guard (ARNG) has a validated urgent requirement for training systems support for its individual and collective training initiatives. The specific support addressed in this requirement pertains to the ARNG's deployable instrumentation capability (Flex Train) and the Mobile Virtual Training Capability (MVTC) for both live and virtual training. The ARNG intends to employ training systems solutions incorporating new technologies and optimizing the use of non-developmental items (NDI), Government off-the-shelf (GOTS) and commercial off-the-shelf (COTS) products have proven to be both highly effective and cost efficient for the decentralized and time constrained nature of training ARNG Brigade Combat Teams (BCTs). The natures of the ARNG operational tempo, along with the limited availability of the Army's Combat Training Centers (CTCs) for ARNG BCT rotations, have necessitated the development and adoption of alternative, but equally effective, training solutions. The ARNG has several on-going efforts that have helped successfully meet this training challenge. Among these programs and initiatives are the: eXportable Combat training Capability (XCTC), MVTC, Deployable Force-on-Force Instrumented Range System (DFIRST), and Flex Train. The ARNG continues to seek proven and flexible training and training support systems that immerses its Soldiers into the Contemporary Operational Environment where Company level and below units can develop proficiency, practice established Techniques, Tactics, and Procedures (TTPs), recorded the execution of these TTPs for evaluation and critique, and where the clock can be turned back as necessary to achieve the experience and confidence required to m! eet operational commitments. This contract addresses the specific systems and support required in areas of instrumentation and training to provide the additional capabilities required for the ARNG Flex Train and MVTC projects. Support will include collective training and simulation equipment, testing, integration, operational demonstration, program management, asset accountability, and contractor logistics support (CLS) services. This is a Firm Fixed Price (FFP) contract with FFP Contract Line Item Numbers (CLINs).
