- The National Marine Fisheries Service (NMFS), Alaska Region, requires a contractor to recruit, select, supervise and outfit observers for the Alaska Marine Mammal Observer Program (AMMOP). The primary goal of this Program is to report on the number, condition, and nature of incidental injury to and mortality of marine mammals that occur as a result of interaction with Category II commercial fishing operations in Alaska state-managed fisheries. Its main objectives are, in order of priority, obtain reliable data to: 1) develop statistically valid estimates of incidental serious injury and mortality of marine mammals; 2) determine the reliability of reports submitted by vessel owners and operators; 3) identify changes in fishing methods or technology that may increase or decrease marine mammal incidental serious injury or mortality if necessary; 4) develop statistically valid estimates of incidental serious injury and mortality of seabirds and other protected species; and to 5) collect biological samples for scientific studies that may otherwise be unobtainable; and 6) record data on by-catch and discard levels of all catch species. The specific tasks of this contract include: 1) scoping studies of the Southeast Alaska salmon drift gillnet fishery to be observed; 2) the collection of observer data during fishery operations, in accordance with the above priorities and NMFS data collection protocols, and 3) industry outreach in Southeast Alaska salmon drift gillnet fishery. It is anticipated that observer coverage will be required to cover between 3 and 20% of total anticipated fishing effort. The resulting contract will be an Indefinite Delivery-Indefinite, Indefinite-Quantity (IDIQ) contract. The contract period of performance will be from date of contract award (approx. 9/15/10) through one year and will contain four one-year option periods. The North American Industry Classification Code (NAICS) is 541712 with a size standard of 500 employees. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). A Request for Proposal (RFP) solicitation will be available in approximately mid-June 2010, through the Government's website at http://www.fedbizopps.gov/.
