Synopsis/Solicitation The purpose of this contract is to secure a complete set of services to accomplish a stream restoration project that is estimated to start on July 1, 2010 and be completed within 25 calendar days after the effective date of the notice to proceed. The Contractor shall provide aerial services to transport 160 pieces (staged at FS 2120 Gravel Pit, 45.2530335 oN, 118.5239815 oW, approx. 4000’ elevation ASL), from the FS 2120 Gravel Pit to 33 flagged drop sites on Bear Creek (distances from 0.5 miles to 3.75 miles from FS 2120 Gravel Pit, approx 3800’ to 4500’ elevatiom ASL). Many of the pieces have limbs that are still intact with root wads attached, some do not have roots attached. Tree and log weights are estimated at 20,000 pounds or less and range from 30 feet to 65 feet in length each. All root wads with logs attached will have the rootwad portion of the tree placed within the stream channel. Flagged destinations will identify the type of material to be placed in a given location (i.e. tree or log). Trees and logs up to 40 inches in diameter may require cutting if load weights need to be reduced to 20,000 pounds. The Contractor shall provide weighing equipment for on site use and accurate determination of the weight of trees and logs. Prior to any cutting, the Contractor shall demonstrate the need for cutting trees or logs. Service landings shall be selected by the Contractor with Contracting Officer approval. One suggested service landing is available within 0.5 mile of the project area. The Contractor shall provide dust abatement at staging areas and service landings as necessary for safe operations. Material other than water will require approval by the Contracting Officer before use. The Contractor shall, considering given objectives for the project, develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required. The quoter is advised to visit the worksite to determine an estimate of cost prior to submitting a quote. The quoter is responsible for determining the amount of work. This contract is a Performance Based, Firm-Fixed Price contract.
