- Description
- NASA/JSC has a requirement for three additional tests to the Space Shuttle ExternalTank Aerothermodynamic Ground Testing and Data Analysis. The additional tests will beadded to an existing Purchase Order, NNJ10HB81P. NASA/JSC intends to purchase the items from Calspan University of Buffalo Research Center(CUBRC). CUBRC will modify an existing test model with very small and densely spacedinstrumentation to measure heat transfer rates. This will require machining and uniqueminiature delicate instrumentation to be added to the model. This dense instrumentationis required in order to capture fluid dynamic effects resulting from the interactionbetween the Orbiter, external tank, and solid rocket boosters.The Space Shuttle programrequires this level of instrumentation in order to capture potentially strong gradientsinduced by fluid dynamic effects on the high fidelity geometry of the Shuttle Orbiter,Solid Rocket Booster (SRB), and External Tank. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Lamar Mueller at perry.L.mueller@nasa.gov not later than 4:30 p.m.local time on May 31, 2010. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
