- Description
- The National Park Service has a requirement to remove an existing flagpole and install a new flagpole at San Juan Island National Historical Park. A site visit is recommended prior to submitting your quote. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is expected to be under $25,000. PROJECT LOCATION: The location of the flagpole is on the historic parade ground of American Camp at San Juan Island National Historical Park. This site has received National Historic Landmark status and is listed on the National Register of Historic Places. It is approximately 1000 feet from the American Camp Visitor Center and parking lot. The site is open field with few trees and highly exposed to wind and weather. Access to the flagpole location will be via Redoubt road which is off of a county road named Picketts Lane. Picketts Lane is off of Cattle Point Rd which comes south from the town of Friday Harbor and the ferry landing. Friday Harbor to American Camp Visitor Center is 6 miles. It is then 2.5 miles by road from the Visitor Center to the flagpole location. Contractors are advised that San Juan Island is accessed via the Washington State Ferry system and it is recommended that contractors verify scheduled runs and costs before submitting a quote. SOLICITATION DETAILS: Award will be a best value award using Simplified Acquisition Procedures, set-aside for emerging small businesses. The NAICS code is 238990, with a small business size standard of $14.0M average annual gross receipts for the past three years. Emerging small business is defined as a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code assigned to a contracting opportunity. The National Park Service encourages the participation of disadvantaged and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. (FAR Part 19.10). The electronic Request for Quote (RFQ) will be available on or about 06/04/2010, at www.fbo.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov. No hard copies of the solicitation will be mailed or issued. It is the contractor's responsibility to check the NBC internet site for any posted changes to the solicitation. The Government reserves the right to cancel this solicitation. Prior to award the successful offeror must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov.
