- 1. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Repair Security Fence at Hario, Sasebo, Japan 2. This is a Design-Bid-Build source selection procurement consisting of one solicitation with the intent to one firm-fixed price construction contract. The estimated price range is between (108,996,900 and 544,984,500). The contract will include one base item and three (3) option items. The performance-period requirements will be 290 calendar days from date of award for the base period with additional days added for the work associated the option items. The work will be located at Hario-Shima Ordnance area at Sasebo, Japan. 3. The work includes the repair of existing security fence, gates and appurtenances, and related works, as described in the plans and specifications, but are not limited to the following: (1) remove warning signs and station number plates from existing security fence; (2) remove existing security fence; (3) remove existing double swing gate; (4) remove existing single swing gate door; (5) provide temporary barbed wire fence; (6) provide continuous concrete foundation; (7) provide steel pipe casing foundation; (8) provide security fence; (9) reinstall warning signs and station number plates to original positions on new security fence; (10) provide double swing gate; (11) provide single swing gate; (12) provide u-type ditch; (13) provide security grill; (14) provide steel gabion; (15) provide retaining frame; (16) provide retaining wall; (17) provide vegetation mat; (18) provide slope reshaping; (19) provide grounding for gates; and (20) provide grounding for fence every 300M. 4. Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposal, will be most advantageous to the Government resulting in the best value, price and other factors considered. Evaluation of proposals will be based on price and non-price evaluation factors. Contract award will be made to the offerors representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. The solicitation will be issued on or about 7 June 2010. Proposals will be due on or about 6 July 2010 at NAVFAC FAR EAST Yokosuka, Japan at the time specified in the solicitation. 5. Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
