PRE-SOLICITATION NOTICE TITLE: RECOVERY - Records Retention RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS ONLY AVAILABLE TO CONTRACTORS UNDER THE GOVERNMENT SERVICES ADMINISTRATION (GSA) Group 36 Schedule, The Office, Imaging and Document Solution under Special Item Number (SIN) 51 504 Records Management Service. This requirement is for commercial services in accordance with Federal Acquisition Regulations Part 12, utilizing procedures prescribed in FAR 8.4, Federal Supply Schedule Procedures and FAR Part 13. Competition is limited to business holders under Schedule 36 SIN No. 51 504 Records Management Service. Only holders of contracts under this schedule will be eligible to compete for this requirement. This project will be funded by the American Recovery Reinvestment Act of 2009 (ARRA) and is subject to the ARRA reporting requirements prescribed in FAR Part. The intended procurement will be classified under the North American Industry Classification System (NAICS) code of 541611, and the small business size standard is $7.0 million. This notification is NOT a request for proposals. DESCRIPTION The Office of Extramural Programs, Office of Extramural Research, Office of the Director, NIH, has a requirement to acquire a records management system and deployment assistance for records produced in the Office of Extramural Programs, Office of Extramural Research, Office of the Director, National Institutes of Health during implementation of the American Recovery and Reinvestment Act (ARRA). The Government intends to acquire the necessary services by awarding a delivery order under the General Services Administration (GSA) Federal Supply Service (FSS) Group 36 Schedule, The Office, Imaging and Document Solution under Special Item Number (SIN) 51 504 Records Management Service. This requirement is being processed under GSA's special ordering procedures for professional services established by GSA in accordance with Federal Acquisition Regulation (FAR) 8.402 which take precedence over the ordering procedures at FAR 8.404. It is anticipated that one (1) fixed price order will be awarded for a period of (3) months, beginning approximately on June 7, 2010.
