- Synopsis Army Test Ranges utilize several types of Velocity Radars to measure the velocity of projectiles at varying altitudes, distances, and in varying weather conditions. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) intends to solicit on a full and open basis the acquisition of ten (10) types of commercial (see Federal Acquisition Regulation [FAR] 2.101 commercial item definition) Velocity Radars for three (3) test centers (Aberdeen Test Center, Yuma Test Center, Redstone Test Center) and any other agency wishing to purchase these items. This acquisition will utilize FAR Part 12 in conjunction with FAR 15. The Government intends to award a single firm-fixed-price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) award encompassing all line items in the solicitation with a period of performance of five (5) years. The NAICS code for this procurement is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard for small business of 750 employees. The ten types of Velocity Radars included in the solicitation consist of In-Bore Standard System; Indoor Standard System; Muzzle Exit Standard System; Short-to-Medium Range Standard System; Medium-to-Long Range Standard System; In-Bore Low Noise System; Indoor Low Noise System; Muzzle Exit Low Noise System; Short-to-Medium Range Low Noise System; and Medium-to-Long Range Low Noise System; Initial Spares and Spare Parts; and Special Test Equipment (if any). Note that a partial award will not be made, although PEO STRI reserves the right to do so. A draft solicitation consisting of Section B, contract line item numbers; Section L; and, Section M, will be posted within the next 60 days. All interested parties will be provided sufficient time to ask questions about the solicitation prior to issuance of the final solicitation. The final solicitation will be issued within the next 90 days. It will contain revisions, if any, to Sections B, L and M as well as to Sections A, and C- K. The solicitation will be posted through the Government Point of Entry, https://www.fedbizopps.gov and Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/.
