- This notice is provided for informational purposes only. This opportunity is available only to Program Support Center (PSC) Task Order Holders. This is an American Recovery and Reinvestment Act (ARRA) procurement. Pursuant to FAR Part 52.201-11, American Recovery and Reinvestment Act – Reporting Requirements (MAR 2009), the Contractor is required to register by July 1, 2010 and file their fist report by July 10, 2010 at www.federalreporting.gov. The Office of the Assistant Secretary for Planning and Evaluation intends to award one task order under the PSC Task Order’s. The purpose of this task order is to conduct an evaluation and impact assessment of the $1.1 billion ARRA-funded CER portfolio spanning funds allocated to the AHRQ, NIH and OS. Project Requirements: 1. Design an evaluation plan based on the strategic framework described herein which is rooted in the conceptual models presented in the FCC and IOM mandated reports (released June 2009). 2. Collect and analyze data from a wide array of primary and secondary sources. 3. Perform creative benchmarking and baseline measurement to inform future evaluations. 4. Synthesize results and findings into comprehensive interim and final reports. 5. Provide recommendations for future CER work (public, private and collaborative) based on the key lessons learned from the project. The period of performance of the resultant task order will be for 3 years from the date of award. The RFQ will be issued to the PSC Task Order Holders on or about May 21, 2010. The RFQ closing date is June 18, 2010.
