Description
NOTICE OF INTENT - The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a non-competitive, contract to Agence France Presse (AFP) in accordance with 41 USC 253 (c) (1), other than full and open competition pursuant to FAR 6.302-1(a) (2) (ii), 'only one responsible source and no other supplies or services will satisfy the governments requirement.' AFP is the only firm capable of meeting BBG's requirement for providing AFP newswire services on an unrestricted basis seven days per week 24 hours per day consisting of domestic and foreign news services including all associated equipment and software with rights to rebroadcast or otherwise distribute. AFP is an independent source that provides the newswire services described herein that are necessary to satisfy the Agency's requirement of obtaining two or more news sources in meeting the Agency's broadcasting mission. The NAICS Code for this requirement is 519110 - 'News Syndicate Services.' FOB Destination - Washington, DC. A Firm-Fixed Price contract will be awarded for a performance period beginning October 1, 2010 through September 30, 2011 with four (4) consecutive one-year priced renewal options to ensure that service remains available without interruption. Interested firms or persons may however, identify their interest and capability to the above stated Contracting Officer. All such responses for consideration must be received by the Government by 5PM on June 18, 2010. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive procurement.
