- THIS NOTICE CONSTITUTES AMENDMENT NO.3 TO THE COMBINED SYNOPSIS/RFQ FORCONGRESSIONAL EARMARK FOR VIRTUAL LEARNING MAGNET FOR SPACE SCIENCE AND MATH INDEPENDENTSTUDY.Companies shall acknowledge all amendment(s) in their quote. This notice servesas the official amendment to subject synopsis/RFQ and a written amendment will not beissued.The purpose of this amendment is to answer questions generated from modification-2 forclarification issues.QUESTION:1). If we would like to make any modifications to our proposal, in what format shouldthose modifications be provided? Can we simply address any points of clarification ormissing information in a Microsoft Word document? If we determine no clarifications needto be made to our proposal, do we still need to submit a statement to that effect?ANSWER:Please provide any additional information in your company's standard form. Clarifications may be documented in a Microsoft word document.If MSFC does not receiveany additional information, it will be assumed that the vendor believes their offer isincompliance with all requirements.QUESTION:2). We assume, based on our interpretation of item #1 in the Request for Clarification toRFQ NNM10315186, that a contractor would be expected to use existing NASA contentcurrently housed on publicly available websites (www.nasa.gov). We also interpret item#1 to mean that a contractor will assume all responsibility related to the development ofSTEM content for the proposed modules and that NASA personnel will not be available torecommend or provide STEM content for use in the modules. Are these interpretationscorrect?ANSWER:Both of these interpretations are correct. QUESTION:3). Item 1 concludes the quoter is expected to select and propose STEM content relatedto NASA for each proposed module.Our question centers around the meaning of the word is. In this case, is is beingused in the present tense, or the future tense?If in the present tense Does this mean that proposals should contain a narrative that describes the proposedmodules and includes specific examples of STEM content related to NASA within therespective module? In other words, does MSFC require a draft design document for each ofthe proposed modules in the proposal? If in the future tense Our proposal assumes that NASA MSFC would want to be involved in the global direction ofthe STEM content to be developed if nothing more than to suggest that the audience ofteachers and students prefers learning that centers around spaceflight over other agencymissions. Once given this general direction, we would then independently produce all ofthe content modules, requiring only periodic reviews and approvals by MSFC personnelduring routine content development milestones.As a result, our proposal utilizesillustrative examples of existing NASA mission-oriented content and broad suggestionsabout types of STEM content and learning activities. However, these illustrativeexamples are based on our own work with NASA and could, in fact, be converted intoNASA-oriented STEM content within the scope of work. Or are we mistaken in ourassumption, and in fact, the review committee wants to see a proposal containing adetailed and specific series of STEM content module outlines exactly as they would beproduced?ANSWER:NASA is looking for a brief summary of the proposed STEM content as it relates to NASAsubject matter for each proposed module.The due date for receipt of offers is extended to 5/28/2010.Documents related to this procurement are available over the Internet.These documentsreside on a World Wide Web (WWW) server which may be accessed using a WWW browserapplication.
