Description
The Department of Veterans Affairs is looking for firms that are classified under one or more of the following socio-economic programs: SDVOSB, VOSB, HUBZone, 8(a), SDB, and/or WOSB. Firms must be a PLUMBING/MECHANICAL firm registered in CCR as a small business under the NAICS Code of 238220 and must demonstrate that they have the bonding capacity for a contract award between $500,000 and $1M. The firms must also demonstrate their capability of performing 25% of the total work with their own forces. The intent of this project is to replace approximately 60 failing domestic hot and cold water knife gate isolation valves with high performance ball valves. The areas of work include the 10th floor mechanical room which contains valves serving the buildings center core domestic water risers, the 9th floor west wing which is home to the medical center's billing department and contains the west wing domestic water risers, and the 9th floor east wing which is home to the medical center's patient hotel and contains the east wing domestic water risers. All of the valves within the 10th floor mechanical room are readily accessible with an 8-10ft stepladder. The valves in the 9th floor west wing are accessible above an 8ft high acoustical tile ceiling grid. The valves in the 9th floor east wing are accessible above an 8ft high metal pan ceiling system. The project includes an alternate to replace the portions of the metal pan ceiling system affected by the valve replacement work with an acoustical tile ceiling system. To minimize patient care, most of the work for this project will be accomplished between the hours of 8pm and 6am, Monday through Friday. All existing domestic hot and cold water piping systems are rigid copper. The piping and valve sizes range from ¾" to 6" and include two no longer readily manufactured ball valve sizes (3-1/2" and 5") which are intended to be replaced with the next readily available sizes (4" and 6"). To minimize the potential for fire, smoke, and odors, press-to-seal pipe joints shall be used wherever possible. The proposed solicitation for this work (competitive RFP) is planned for issue possibly in fourth quarter of FY 10 or early FY 11. Firms having the skills, qualifications and capabilities to perform this work are invited to provide information to contribute to this market survey effort to assist in planning for the method of procurement. Responses must include 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone Number, Fax Number, and E-mail Address, 5. DUNS Number, 6. Evidence of Bonding Capacity provided by Surety, 7. Construction Experience as a Prime Contractor for Similar Size Projects and Complexity, 8. Demonstration of Capability of Performing 25% of the Work with their own forces. This is NOT a Request for Proposals and the Government is seeking information for market research purposes only. Firms failing to respond to this Request for Information will not be precluded from responding to the solicitation when issued. Firms responding to this RFI will need to respond again to a future separate FBO announcement of the anticipated procurement action in order to receive the solicitation documents.
