- PRESOLICITATION NOTICE: The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of Federal Occupational Health (FOH) entitled Health Promotion/Wellness Fitness (HP/WF). 5.205 (f), "Section 8(a) competitive acquisition". "When a national buy requirement is being considered for competitive acquisition limited to eligible 8(a) concerns under subpart 19.8, the contracting officer must transmit a synopsis of the proposed contract action to the GPE. (FedBizOps) The synopsis may be transmitted to the GPE concurrent with submission of the agency offering to the Small Business Administration (SBA). The synopsis should also include information - (1) Advising that the acquisition is being limited to eligible 8(a) concerns; (2) Specifying the North American Industry Classification System (NAICS) code; 541611 –Administrative Management and General Management Consulting Services (3) Advising that eligibility to participate may be restricted to firms in either the developmental or the developmental and transitional stages; and (4) Encourage interested 8(a) firms to request a copy of the solicitation as expeditiously as possible. Description: The purpose of this contract is to Manage Federal Occupational Health (FOH) Wellness/Fitness Center Membership Accounts and obtain Support Staff for the Health Promotion and Wellness/Fitness Programs provided by FOH. Staffing requirements encompass Program Management, Account Administration and Consulting Services. Staffing will also support Agency Specific Programs and Services. The work will be performed at designated FOH Area Offices (AO) and/or other designated Service Provision Sites (SPS). Examples of an SPS are Wellness Fitness Centers, Health Promotion Service Sites or remote work sites, wherever FOH services are rendered. Currently there are approximately 60 sites that require operational support services, agency specific programs and services, and membership account management. This requirement is described in three parts. 1.Health Promotion and Wellness/Fitness (HP/WF) Program Management, Account Administration and Consultation Services. 2.Agency Specific Programs and Services 3.Wellness Fitness (WF) Center Membership Account Management. Process for the Collection of FOH Fitness Center Membership Fees The contractor shall be responsible for recruitment, vendor specific orientation and training, and oversight of all HP/WF staff. Orientation and training specific to FOH policies and procedures will be provided by FOH. The quality of services provided by the contractor and its staff shall be guided by currently recognized national standards established by the American College of Sports Medicine (ACSM) and other nationally recognized organizations, established principles and ethics of the related professions; and the standards of care in the state or locality where the services are provided. 17.
