Description
The Department of State, Bureau of Consular Affairs in cooperation with the Department of Homeland Security has implemented a U.S. card-format passport; a credit-card-size travel document. The Passport Card is an accepted alternative to the traditional book style passport for presentation at U.S. land and sea border crossings. The U.S. Department of State is conducting market research to determine the degree of interest and capability by small businesses only in providing steganography services for the Bureau of Consular Affairs. The small business would be responsible for developing a card security feature that uses applicant data and steganography to provide a unique authentication method, using secure software that enables embedding a Department of State derived string of characters into the printing of the bearer’s photograph so that no string is detectable without decoding, but the string is readily seen with decoder, without otherwise effecting the applicant data or the rest of the personalization printing. The NAICS code for this service is 541511. Responses must clearly demonstrate capabilities through examples of previous and/or current software development contract experience closely related thereto. Vendors must specifically address the following capabilities (capability statement), which is limited to five pages: Experience in developing steganography software; Examples of customers that have used their software successfully; examples of technical support and engineering services; Demonstration of capability of providing software services, maintenance and upgrades to permit ongoing services such as passport card personalization; Experience providing personalization software that runs on MX6000 printer computers, High Volume or Low to Mid Volume platforms; Experience providing decoders that reveal coding in the product that is invisible without them; Experience providing priority on-call remedial maintenance support with a four hour response time and experience in providing operational training.
