Description
PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. This Sources Sought Synopsis is requesting responses from small businesses. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought Synopsis is issued to assist the agency in performing market research to determine whether or not there are qualified and capable Small Businesses to provide the aforementioned service. Instructions to Interested Sources: Interested small businesses meeting the small business standard of NAICS code 541512 are requested to submit a response to the Primary Point of Contact listed below within 7 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Please include a statement of interest and a brief company profile highlighting relevant experience and qualifications relating to the capability to accomplish the specified work requirements. Please also note any prior experience with U.S. Government contracts. Please limit responses to no more than 10 pages. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Any information provided to the U.S. Government in response to this synopsis is for planning purposes only and will not be used as a selection consideration factor in this or any other U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date. DRAFT PERFORMANCE WORK STATEMENT The Business Transformation Agency, Enterprise Integration Directorate, has a requirement to obtain technical and functional research expertise services in the areas of design, development, and analysis of the evolution of the Business Enterprise Priorities supporting the implementation of Enterprise Resource Programs (ERPs) across the DoD. The Contractor shall provide proven business transformation personnel to serve as a source of domain knowledge and expertise, research and execution support of the following task requirements: SCOPE The task area(s) in scope of this PWS includes the following: Task Area 1 - Architectural Development and Implementation Task Area 2 - Oracle Supply Chain Management Task Area 3 - Supply Chain Management Task Are 4 - Financial Management Task Area 5 - Oracle Federal Financials Task Area 6 - Education and Training Development SPECIFIC TASKS The BTA has a requirement for research and ERP expertise around the six Business Enterprise Priorities (BEPs) and the Enterprise systems and initiatives targeted to improve Business Capabilities across DoD. Research and ERP expertise are in line with the critical success factors to include: Domain Integration: Clearly defined integrated strategy for business system modernization across the financials, logistics and personnel domains, supported by a Solution Architecture, a concept of operations, and a portfolio-based business system investment review process. Governance: Integrated program organization and governance structure designed to promote cross domain integration/alignment between stakeholders and disparate programs that can provide end-to-end business value to the organization. Business Case: Right scoped portfolio of transformation programs with clearly identified business problem/statement, a comprehensive analysis of alternatives and supporting cost benefit analysis. Solution Architecture: A "baseline" solution driving enterprise-wide financial transparency and total asset visibility that maximizes ERP design for enabling common, integrated business practices and information standards. Data Management: Focus on reuse of master data, rationalization of systems and interfaces to enterprise systems and appropriate data conversion strategies for retiring legacy systems. Testing: Adopt a standard approach for testing ERP systems that are based more on end-to-end business processes rather than discrete system requirements. For the purposes of these requirements, the ERP Programs include, but are not limited to: Defense Agencies Initiative (DAI), Defense Enterprise Accounting and Management System (DEAMS), General Fund Enterprise Business System (GFEBS), NAVY ERP, Global Combat Support System - Marine Corps (GCSS-MC), Global Combat Support System - Army (GCSS-ARMY), Expeditionary Combat Support System (ECSS-AF), United States Army Medical Materiel Agency/Defense Medical Logistics Standard Support (USAMMA/DMLSS), Logistics Modernization Program (LMP) and Defense Logistics Agency Enterprise Business System (EBS). The enterprise business systems include, but are not limited to, Defense Integrated Military Human Resources System (DIMHRS), Virtual Interactive Processing System (VIPS), Defense Travel System (DTS), Standard Procurement System (SPS), and Business Enterprise Information Services (BEIS), Defense Commissary Agency Enterprise Business System (DeCA EBS). The Contractor shall provide proven Business Transformation personnel to serve as a source of domain knowledge and expertise, research and execution support of the following task requirements: Task 1: Architectural Development and Implementation Support will include providing on site, full time personnel in direct operational support for the implementation of the BEA and enterprise standards in the ERP systems throughout the DoD. The Contractor will help facilitate management decisions regarding resources and tradeoffs and augment/support providing independent, unbiased, expert input, and broad level views of ongoing activities. The Contractor will be available for inclusion in presentations and briefings to senior department officials and outside agencies. Contractor will assist in the coordination and de-confliction of significant events to ensure the proper alignment and order of activities and assist in the tracking performance measures for Business Transformation (BT) and specific programs. The Contractor will assist in the maintenance of general and detailed project management schedules, charts of inter-related activities, critical path determinations, and long term objectives and with strategic planning efforts to vector BT monthly, and quarterly reports of status and activities and facilitate establishment of meetings and work groups across BT. The Contractor will assist with monitoring programs for alignment with BEA, the President's Management Agenda (PMA) and other Federal initiatives, researching previous or proposed legislation, policies, management initiatives, or Budget Actions impacting BT as needed. Task 2: Oracle Supply Chain Management Provide the areas of business transformation, supply chain management and/or organizational change. Contractor support includes full-time on-site Subject matter experts: Providing integration advice for ERP connections to Supply Chain Activities, identifying opportunities for improvement of DoD Value Chains, identifying opportunities for cost reductions in business operations, identifying improvements in procurement activities of the DoD delivering value-based, industry oriented best practices that will drive operational improvements across the DoD's business operations, improving DoD supplier relationships to effect improved supply chain integration, and designing performance metrics to monitor improvements in performance across the scope of BT. The Contractor will also be responsible for identifying, quantifying, and assisting in the planning of DoD's supply chain transformation, providing advice and recommendations on behalf and in support of the DAI office for all activities associated with the identified enterprise initiatives consistent with the vision, mission, and goals of the DoD, attend and represent the DAI office at Joint Requirements Boards, Users Groups, Change and Configuration Control Boards, and other working groups as required in support of the above initiatives and programs, preparing associated minutes, reports, and other updates as necessary, and establish and lead focus groups in support of enterprise initiatives as require to identify associated processes and data requirements. Task 3: Supply Chain Management Contractor support includes full-time on-site support: Contractor will evaluate and further the application of technology and standards to the movement of transactions and supporting data throughout a supply chain. Advanced Information Technology (AIT) and Unique Item Identification (UID) are, respectively, maturing and evolving concepts which must be modeled and tested in order to demonstrate improvement in customer fulfillment and enriching information content within the logistics area. An integrated approach, within an already defined Supply Chain Operational Reference (SCOR) modeled architecture is needed for developing technical solutions to logistics domain problems. Architectural consistency across the logistics enterprise is essential. Stakeholders across the Logistics Enterprise must have visibility into Logistics as part of the BEA in order to ensure Logistics remains responsive to policy and domain requirements. The task provides support to the warfighter in the form of improved capabilities, i.e. tools, rapid access to necessary knowledge and information in a secure, reliable, and flexible environment. Task 4: Financial Management Support in the areas of business transformation, financial management and/or organizational change. Contractor support includes full-time on-site Subject Matter Experts: Providing integration advice for ERP connections to Financial Activities, identifying opportunities for improvement in DoD, Identifying opportunities for cost reductions in business operations, identifying improvements in financial activities of DoD delivering value-based, industry oriented best practices that will drive operational improvements across DoD's business operations, improving DoD and designing performance metrics to monitor improvements in performance across the scope of BT. The contractor will also be responsible for identifying, quantifying and assisting in the planning of DoD's financial management transformation, providing advice and recommendations on behalf and in support of the DAI office for all activities associated with the identified enterprise initiatives consistent with the vision, mission, and goals of the DoD, attend and represent the DAI office at Joint Requirements Boards, Users Groups, Change and Configuration Control Boards, and other working groups as required in support of the above initiatives and programs, preparing minutes, reports, and other updates as necessary, and establish and lead focus groups in support of enterprise initiatives as required to identify associated processed and data requirements. Task 5: Oracle Federal Financials Provide overall support to the DAI office in order to ensure effective and efficient completion of all tasks to include: providing strategic, tactical, and general operational support to the DAI office. The Contractor shall provide full-time support to manage individual taskings to ensure work products are available within the required timeframe. Support may include, but is not limited to: development of office concept of operations manuals and guides, preparing draft memoranda on a variety of subjects and staffing these memoranda for coordination with the appropriate Office of the Secretary of Defense (OSD) level staff organizations, responding to inquiries from external offices including, the Government Accountable Office (GAO), Office of Management and Budget (OMB), Congress, and other Federal Agencies. The Contractor will also be responsible for responding to inquiries from across DoD, preparing background information to Senior Executives who will be testifying before Congress, providing support to the Investment reviews of selected component programs and providing recommendations to DAI governance structure and drafting Memorandum of Understanding/Agreements as required. Task 6: Education and Training Development Support the development of educational materials related to the initiatives of the BTA. The Contractor shall provide full-time support for the creation, management, and revision of instructional documents pertinent to BTA projects and products, to include written documents, digital presentations, and online tutorials. Support will interact with EI staff as well as representatives from other BTA directorates to gather the necessary knowledge needed to create and revise educational materials.
