Description
Classification Code: C - Architect and Engineering (A-E) Services Contracting Office Address: Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), Biocontainment Procurement Branch, Procurement Division, Townhouse 378C, Glynco, GA 31524. This is a new acquisition for award of an A-E contract to perform architect and engineering services in support of the Department of Homeland Security (DHS) Science & Technology Directorate's (S&T) Office of National Laboratories (ONL), specifically to support a major Infrastructure Investment Program (IIP) into the Transportation Security Laboratory (TSL). The TSL is a DHS S&T Federal Laboratory located at the William J. Hughes Technical Center, Atlantic City International Airport, New Jersey. The core mission is to enhance homeland security by performing research, development and validation of solutions to detect and mitigate the threat of improvised explosive devises. The specially designed facilities at TSL are used to perform research on explosives characteristics and chemistry, suicide detection imaging technology, communications, and human factors performance evaluations. The specialized lab facilities are used to evaluate explosives detection equipment, weapons imaging systems, and trace explosives equipment against an extensive library of domestic, foreign, and homemade explosive compounds. This project involves new construction, renovation and expansion. The existing facilities consist of 70,000 SF of facilities and 2,600 lbs of explosive storage. The proposed new IIP construction consists of 95,000 SF of new facilities and 13,900 lbs of explosive storage. The final campus will consist of a total of 165,000 SF of total facilities which will include: 50,000 SF office space, 93,000 SF lab space, 22,000 SF of storage space and 16,500 lbs of explosive storage. The contract will result in severable projects in order of priority as follows: Activity Area 1 - Construct new Test and Evaluation Certification Lab Facility requiring both hardened and clean-room trace explosives evaluation facilities; Construct new Prepared Test Article Explosive Storage Area and Construct new Bulk Explosives Storage Area. Activity Area 2 - Renovate existing non-hardened facility for evaluation of trace explosives technologies; Renovate existing hardened laboratory facilities for technology developmental testing & evaluation; and construct a hardened addition for new laboratories Activity Area 3 - Construct new multi-story Non-Hardened General Purpose Lab with Offices (NHGP) Activity Area 4 - Renovate existing non-hardened facility to support storage and warehouse requirements The Estimate Cost of Construction for the four primary activity areas is about $52 million. A more definitive estimate will be provided in the actual A-E synopsis. Selection of the A-E will be conducted in accordance with the Brooks Act, and as outlined in the Federal Acquisition Regulations (FAR) Part 36.6. Firms will be evaluated in terms of their relevant experience, including relevant experience of staff members, specifically on design work, with similar scope and magnitude as required by this procurement. The synopsis of this requirement will be posted about June 29, 2010, with A-E submittals due about July 29, 2010. The Government intends to use the results of this Sources Sought Announcement to determine acquisition strategy for this acquisition, utilizing NAICS Code 541310, Size Standard $4.5M. Interested A-E firms should, as early as possible, but not later than 4:00 P.M. Eastern Time, June 7, 2010, indicate interest in this acquisition by letter (no more than 2 typewritten pages) with a brief summary of experience in the design of projects of similar scope and magnitude. Letters should be sent to the attention of Robert Driggers, Contracting Officer, to the address noted above, preferably as an email attachment, with a copy to Ms. Paulette Webster at the email addresses below.
