- Example of our current contracting process CTS Software Requirements Security Technical Implementation Guide Detailed Major Acquisition Schedule Example This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a 100% set-a-side for local Service Disabled Veteran Owned Small Busnesses. Local area is defined as the state of Kentucky. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for Purchase Request H92254-10-P-0005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The associated NAICS code is 541511 with a $25,000,000.00 size standard. SOFSA hereby publicizes its intention to solicit for non-personal services to develop software to create a Contract Tracking System (CTS) as a management tool that will allow a quick and easy method to determine the status of actions that are executed from the Special Operations Forces Support Activity (SOFSA) Business Management Division. The system should allow for data storage, organization, tracking and reporting of contract actions for SOFSA. The definition of an action is a contract that is executed, a task order that is executed or a modification that is executed in support of the customer's requirements. The program will replace numerous other methods used to track this information, resulting in more consistent information being entered, better visibility for management, and less effort for the people doing the work. The resulting program will be web based utilizing a dashboard front end giving the user instant feedback on the status of each action. The specific requirements are: See attached Statement of Requirements for necessary Salient Characteristics. FOB point is Destination. The required delivery date is 90 days after Receipt of Award. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-3 applies to this acquisition, requiring all offers to be registered in ORCA.bpn.gov, or to fill out the clause in its entirety. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: Central Contractor Registration, 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports, 252.243-7001 Pricing of Contract Modifications, 252.246-7000 Material Inspection and Receiving Report. Offers may be faxed to (859) 293-4166 or e-mailed to david.shrout@sofsa.mil. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer is the lowest price, technically acceptable, and past performance. All Contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to contract award. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA Contract No. (If applicable), Date offer expires, warranty, Line Item Unit Price, Total Cost, and list Past Performance References. A pre-proposal conference is scheduled for 27 May 2010 at 10:00 a.m EDT.. The purpose of this conference is clarify the statement of work and terms of the solicitation, and to answer any questions concerning the solicitation. Offerors are requested to prepare all questions in writing prior to the scheduled date of the conference. Submission of questions prior to the conference is encouraged. The conference/site visit will be conducted at Bluegrass Station, 5749 Briar Hill Road, Building 3, A Bay, Lexington, KY 40516 -9721. Offerors are required to attend to be considered for award. Special arrangements will be required to gain access to Bluegrass Station Offerors are cautioned that Bluegrass Station has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAYS SHOULD BE ANTICIPATED. Offerors MUST be U.S. Citizens to attend. Offerors should allow sufficient time to obtain a visitor pass (requiring valid driver's license, vehicle registration, and current proof of insurance).
