Description
The U.S. Army Corps of Engineers intends to award a sole source firm fixed price type contract to PD Systems, Inc., DBA PD-SYS, for PDC testing for engine rebuilding, as well as, electrical testing and instrumentation testing for the 249th Engineer Battalion, Heavy Maintenance Section (HMS). HMS requires a piece of equipment that tests the instruments and electronics inside the PDC (Primary Distribution Center) on the MEP 810As. This equipment can also test the engine generator electronics. The PDC test workstation is a two part system that is comprised of a laptop computer and a component test station. This equipment is requested to keep pace with the plan for HMS to be ready to support Sustainment Maintenance and the required training leading up to HMS being 100% operational. Statement of Work PDC Testing Workstation (PDC testing laptop computer): The functions of the testing laptop must have but are not limited to the following operations. - Configure PLC (programmable Logic circuit) CPU (central processing unit) memory - Reading of all GSC (generator set control) parameters polled by the PLC and verifying they match with GSC Display. - Confirmation of Ready status of a generator set based upon both hardwire inputs and internal controls display. - Simulate an automatic call for a generator to start/shutdown. - Initiate and observe a complete 4-PU (power unit) lineup start and cool down from initial startup, based upon a no-load startup. - Initiate and observe a complete 4-PU lineup response to a load change based upon a preset load level. - Monitor specific internal registers and I/O points in the PLC program. - Monitor Economizing Routine load levels and generator requirements. - PLC System I/O. - Configure all PLC I/O module. - Monitor status of all PLC I/O modules, real and virtual. - Verification of all hardwire input signals to the PLC system I/O modules. - Manually initiate PLC outputs to confirm the correct output and associated relay energizes. Additional testing of engine and generator specific components may be done while the PDC is connected to the engines in a power unit. -GSC+ (with engine-generator): Configure a GSC (generator set control) for operation in a PU-810 application, including setting desired setpoints. Verify the GSC operates and displays properly. - ATB (with engine-generator): Verify an ATB (AC transformer box) is working properly and providing a GSC module with voltage and current inputs. - DVR (with engine-generator): Configure a DVR (digital voltage regulator) for operation in a PU-810. Verify a DVR is controlling and maintaining the desired generator voltage under no-load to full-load conditions. -LSM (with engine-generator): Setup the LSM (load sharing module) for use in a PU-810 with the appropriate settings for full load at a 0.8 power factor. Verify that the LSM properly shares load between multiple generators, including the other onboard generator as well as ones on other PU-810s. - SPMA (with engine-generator): Setup the SPMA (speed and phase matching automatic) to work on a PU-810, adjusting the settings as necessary to achieve the desired synchronizing. Verify the SPMA works properly with the LSM to control the engine during an automatic synchronizing routine. Component test stand: A component test stand is provided with individual component test stations for key PDC components that can be tested independent of the PDC. The test stand is based on a Hoffman console enclosure with enclosure access through the front, back, and top. The test stand is powered from a 60-amp, 3-phase 120/208VAC source. It provides power to an included 10kW resistive loadbank as well as power to a 24 VDC power supply. There are five (5) key test stations on the test stand. They are as follows: 1. Transducer: Setup, calibrate and test the base loading transducer with included mA calibrator and built-in DC voltmeter 2. DC Control Relays: Test all DC control relays using built-in relay sockets and indicators to very relay contact operation 3. Current Transformer: CTs tested by wrapping the CT test lead through the CT window multiple times to reduce the CT ratio to achieve a higher secondary output based upon the limited capacity of the onboard loadbank. 4. AC Control Relays: Test l AC control relays using built-in relay sockets and indicators to very relay contact operation. 5. Basler Overcurrent Relay: Configure and test inputs and outputs, load test current. Deliverables Delivery will consist of the PDC testing workstation and the PDC testing laptop within 120 days after contract award. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Firm Fixed Price contract to PD-SYS for PDC Testing. These services will be provided to the 249th EN BN, HMS in Fort Belvoir, VA.
