- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: North Carolina State University, Raleigh, NC 27695. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The contractor will upgrade an existing 2-D (two-dimensional) conductive nonwoven simulation model to treat more realistic 3-D nonwoven structures. This work is being done out-of-house because expertise in this computational modeling and familiarity with the existing code being upgraded resides at the Nonwovens Cooperative Research Center of North Carolina State University. There is currently no in-house capability for this work. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This proposed contractor is uniquely qualified as they developed the existing code that is being upgraded. They have proprietary rights and access to the source code. For another contractor to do this work they would need to develop the model and computer code from the beginning at considerable expense. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The Contract Officer Representative keeps abreast of activity in this research field and is aware of no other sources for this type of computer modeling tool for nonwoven fabrics. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
