- Performance Work Statement This is a limited source requirement. The only known sources are Honeywell First Responder, or an approved/qualified Independent Service Providers (ISP). This requirement will consist of Cleaning & Inspection, Advanced Inspections, Advanced Cleanings and PPE Tracking and Recordkeeping. a. The Advanced Inspections must include but are not limited to the following: 1. All PPE inspections shall be in conformance with NFPA 1851, Chapter 6 - Inspection (2008 Edition, and follow on editions), Routine NFPA 1851 compliant semi-annual and annual advanced inspections, 2. Document identification of damage or wear and tear of equipment on standardized inspection forms, 3. Advanced inspection puddle or hydrostatic water pressure test, 4. Advanced inspection light test, 5. Complete liner inspections, 6. Isolate developing problem with equipment and recommend course of action. b. Advanced Cleanings once a year at the Dayton facility or at the facility of an approved ISP 5-Year Wear Life Warranty Partner. Advanced Cleaning activities include but are not limited to the following: 1. All PPE cleaning shall be in conformance with NFPA 1851, Chapter 7 - Cleaning and Decontamination (2008 Edition, and follow on editions), 2. Routine NFPA 1851 compliant semi-annual and annual advanced cleaning, 3. Spot treatment, 4. Machine wash and dry without presoaks, 5. Presoaks as necessary. c. The contractor will be required to maintain PPE Tracking and Record Keeping. The Contractor shall establish a hardcopy or electronic document control system to include scanning and electronic filing of source documents. The purpose of files/record maintenance is to establish and maintain internal and external records to provide accountability and preparation for audits and inspections. PPE Tracking and Recordkeeping activities include but are not limited to the following: 1. Establish and maintain schedule of PPE to be inspected and cleaned; coordinate shipment and return shipment of PPE for and upon completion of inspection and cleaning. Equipment tracking/recordkeeping, inspection and cleaning services apply to PPE (hoods, moisture barrier, helmets, coat and pants, footwear, and gloves) purchased for AFRC Fire units. 2. Maintain individual file history on individual PPE. This anticipated requirement will be an Indefinite Delivery Infinite Quantity contract for the Advanced Inspection, Cleaning, Repair and Tracking/ Recordkeeping for Protective Fire Clothing to be provided to Air Force Reserve Bases/Units throughout the 50 states to include Hawaii. The anticipate contract type is Firm Fixed Price. The period of performance is 12 months plus four one year options.
