THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR REQUEST FOR PROPOSAL. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any cost associated with providing information in response to this notice. This is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition. The Washington Headquarters Services, Acquisition & Procurement Office is seeking interested small business concerns that are capable of providing personnel, equipment, tools, materials, and supervision necessary to perform maintenance to the existing DoD facility budget models; publish the next annual version of the models; and assist Office of the Secretary of Defense (OSD) with discovering potential upgrades that would increase model accuracy and better predict budget requirements. This contract would be structured with model maintenance and production of an updated annual version release as the basic deliverable. All other tasks such as major model updates that require further study, analysis, and testing; real property portfolio management support; and training are separate contract option items which may be exercised by the Government as needed. We are seeking information regarding the availability of Small Business, 8(a), Service Disabled Veteran Owned Small Business, or Historically Underutilized Business Zone (HUBZone) Small Business concerns, qualified under the North American Industry Classification System (NAICS) code 541511, with a size standard of $25.0 million. After review of the responses submitted, a solicitation announcement will be published in the Federal Business Opportunities website if the Government intends to continue with the procurement. The proposed work will consist of a base contract period of one (1) year with four (4), one-year option periods. Responses should include the following information: company name, address, point of contact, phone number, email address, and business type (SDB, 8a, etc.). Responses are due no later than 10:00 a.m. EST, 26 May 2011. Responses should be emailed to: robin.castoldi@whs.mil. This market survey is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The Government will not provide a "debrief" on the results of the survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
