- Contract No: 80181AM154TAS 14 5232 8801 United States Department of the Interior Justification and Approval for Other Than Full and Open Competition Federal law (41 U.S.C. 253(c)(2) authorizes under certain conditions, including only one responsible source and no other supplies or services will satisfy agency needs, contracting without providing for full and open competition. Exceptions are also authorized to the statutory requirements in the Small Business Act (15 U.S.C. 637(e) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), to provide public notice of contracting opportunities. Therefore,The U.S. Fish and Wildlife Service intends to award a contract to Greenbrier Wetland Services, a small hubzone business in accordance with 6302-1; only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Fish and Wildlife Service, Pahranagat National Wildlife Refuge (NWR) has an unusual requirement for a contractor to conduct a hydrogeomorphic (HGM) evaluation and ecosystem restoration and management options for Pahranagat National Wildlife Refuge (Refuge). Pahranagat National Wildlife Refuge is re-evaluating current Refuge operations and developing resource management goals and comprehensive strategies to restore and provide for the long-term ecosystem health of Refuge wetlands. The intent is to develop a comprehensive management vision for the Refuge using wetlands hydrology and biology to guide planning and management decisions. Successful development of a management plan will require incorporating historic land conditions and ecological processes; identifying changes to the refuge's ecosystem and options to restore and manage for optimum function. The Refuge has identified the conduction of HGM as an integral component of achieving the comprehensive management vision. Greenbrier Wetland Services (Greenbrier) has the specific suite of skills necessary to meet the Refuge's goals including development and conduction of HGM processes. Greenbrier also provides other services that include research of waterfowl and wetlands, evaluation and monitoring, management and restoration plans, wetland determinations, strategic planning, and management of conservation and hunting properties. Greenbrier Wetland Services offers science-based educational, biological, engineering, and management services for federal and state agencies, non-governmental organizations, private landowners, and corporations in all aspects of wetland ecology and management. The company specializes in obtaining and integrating information to understand basic ecological relationships of wetland types throughout North America and to evaluate and design appropriate options for restoration and management at landscape scales. To the best of our knowledge, there are no other vendors with this type of capability.
